On 04/02/2018, approximately 1545 hours CSW Anderson arrived at JEFFERSON COUNTY JUVENILE DETENTION CENTER IN MISSOURI and met with a male teen later identified as the child, Eyan R. Isoline who is 16-10 months old and a junior at Fox High School in Arnold, MO. Eyan claimed that he was living with his mother, Carroll Smith and his half-younger brother, Jaxx Smith in Illinois circa summer of 2017 [Eyan indicated Jaxx is autistic]. Eyan specified that he and his mother do not get along “we just argue a lot” where Eyan subsequently moved to Arnold, MO and live with his maternal grandparents, Michael and Sarah Smith as of to date (the Smiths has POA).

Discussions: Ms. Rodger (Mother) reported that Corey has numerous absence from school, as a result, he was summoned by the Juvenile justice center(JJC). She stated that Corey was ordered to complete 20hours of community service and attend school, but he's been noncompliant. Ms. Rodgers expressed concern with core's attitude towards the situation and the possibility of him getting sentenced to a juvenile center. Corey stated that he doesn't feel supported and loved by his parents. Corey expressed interest in emancipations and said he's in the process of inquiring about it. Niki (FSO) reminded him the perquisites which he may need to fulfill before granting emancipation.

Yesterday, 03.06.2018, Trezkerian was assessed at Brentwood for his suicidal behavior. At his therapeutic foster home, Trezkerian ran into the road attempting to get hit by vehicles. At the home, he was also throwing, and destroying things at the home. Law enforcement became involved, and transported Trezkerian to Brentwood, where he was assessed. Brentwood wanted to admit him, but there were no beds available; he was placed on the waiting list. Per the unknown therapeutic foster parent, she did not want him back into her home, because of his aggressive behavior. The unknown CPS worker for Trezkerian became involved, and took him back into the home, even after the foster parent stated she did not want him back into the home. When Trezkerian went back in
UCM:CPSW called Robyn Smith from Cedar Creek Community School once the release form was received. CPSW told Ms. Robyn that there is no legal documents indicating guardianship. The child is currently living with his grandparents due to mother being homeless and completing her referrals. Also, this worker called the previous CPSW from Anoka. This writer spoke with Elisa Becher from Anoka. She stated that there is no legal documentions indicating guardianship as well. The worker reported that Ms. Kress has legal custody of Glenn and grandparents are helping Ms. Kress until she founds a home and takes care of her mental health referrals. Goal 1-2
3:20pm- IRTC spoke with assigned CPS, Oneeka Peters, who reported that the subject child was interviewed at the Brooklyn CAS on 3/21/17 and there was substantial disclosure of possible sex abuse. CPS expressed that Detective Ruby was present and he reported that he does not think the alleged subject is the foster parent’s ex-husband, but there was a brother (foster parent’s relative) who frequented the home during the timeframe the child was referring to. CPS expressed that the subject child stated that the alleged subject was the foster parent’s husband, but there were questions as to who she was actually identifying. On June 20, 2014, the Department obtained emergency custody through C&P of Ryan due to neglect by mother Heather Martin. Mother was arrested by Burlington Police on 6/16/14 for larceny; shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham. The family was placed in a hotel through Department of Transitional Assistance. It was against the hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone in the room for five days. This was deemed concerning for the two children to not have an appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's whereabouts were unknown to the Department. Family members were contacted that could possibly take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll Clinton were unable to do so for various reasons. Given that there were no family members to take Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available. On 6/23/14 Ryan and his sister were placed in a kinship home of a family friend.
PER REPORTER: Max stated that he was in DHS custody in Calhoun County. He said his mother is paralyzed. He doesn't live with his mother or father. He lives with his brother. Max is threatening to harm himself. He said he thought it was better to end it all and best for his life to be over. The brother was contacted; he is on the way to get him. Max said he felt sick this morning. He called his brother and a friend, no one could come get him. He said he started feeling worse. He came in the office to sit down and said he would be better off ending his life. He talked about his home life and it's so bad. He said no one takes care of him and no one cares for him. He doesn't know how he will get to or from school day to day. He lives out the district.
The RP stated Nicole revealed that Dayjiontay put his hands in her pants and touched her pubic hairs. The RP stated Dayjiontay was not outside with Nicole and based on information received from staff Nicole and Dayjiontay were not in contact with one another. The RP stated she made the report due to Nicole's allegation. Additionally referral #1148-5502-1861-10383333 dated 4/24/15 is also associated with the facility. On 4/24/15 Nolan Scaduto age 15 DOB: 1/27/15 disclosed to a Bayfront youth counselor Jamar Harbin that resident Dayjiontay George for him to have sex with him sometime in late 2014. Nolan reported the incident happened in a bathroom stall at the Bayfront facility when staff member Named Mike Taylor enter the stall and said "what are you two doing in there?" Foster Parent One: Shelly was born and raised in Avery, TX. She is the biological daughter of Delores Jackson and David Monsiviaz. Shelly was adopted by her maternal aunt and uncle, Eura and Woodrow Hicks at the age of 3, Shelly’s mother was killed in a car accident and her father was not accept by the family due to his ethnicity. Shelly reported she was informed by her adoptive parents that her biological father was dead as well. When Shelly was an adult she searched and located him, however she has never contacted him because she feels that should have been his job.
Initially, DJS referred Taylor to San Mar Children’s Home Bowman House (main group home). In March 2014, Taylor transferred to the Barr House when a residential bed was available. The Barr House provided more structure than the main group home, with intense services. Taylor was unable to complete the program due to Barr House closing in November 2014. San Mar decided to transition Taylor into their Treatment Foster Care program, as the client’s options for placement were limited. Taylor was placed with the Millers’ family. The client’s honeymoon mood period was over; she AWOLed early January 2015 and the foster mother requested removal from her home. The foster mother did not realize the challenges with Taylor were greater than she expected. Taylor continued to hoard food and destroyed furniture in her room, used excessive foul language, struggled with personal hygiene, steal, and angry outbursts. In addition, the adoptive mother interfered with multiple phone calls and text messages; this was too much for the Millers. On 09/21/16 Called back to Ms Jackson. She was inquiring why her great granddaughter Carlee McCrea was removed from her daughter Chantelle Mrkonic home. She stated that Charlee was in the school when a PD and DHS worker went to school and remove her and was placed in to her father's home, Cole McCrea. This incident happened Friday 09/16/16.
On 04/27/16 law enforcement was called to the home and Lacee was arrested for domestic violence on her brother. The reporter stated that the family has history with DHS and Kevin has been in DHS custody in the past because of his sister’s violence. The reporter stated Sharon regained custody of the child because it was reported that Lacee was no longer in the home. The reporter’s concern is for Kevin’s safety now that Lacee is back in the home and the child’s mother is unable to protect the child from Lacee. Ms. Castle stated both Kevin and Sharon are afraid of Lacee and Lacee is allowed to run rampet in the home. According to the reporter, on the day of the incident, Lacee was arrested and taken to jail because she instigated the incident
He walks around with a hard on. Ja’Kevion alleged that Tray who is 4 or 5 years older, messed with him when he was 4 years old. The incident happened one time. Tray stays in Wilkinson County and has MDDD. His mom name is Stacey and the reporter stated Marion would have more information for that family. Mom said Ja’Kevion told her about the incident and she told him not to go around Tray. She did not report the allegation. Reporter stated mom does not leave the children home alone with each other. She makes Ja’Kevion sit by himself and she keeps the younger children with her. She is afraid to leave the children around Ja’Kevion. Reporter feels there is something wrong with Ja’Kevion. He appears depressed. He look like he has a lot on his mind. At school last year the reporter noticed he did not socialize with the other child and he was to himself. He do not have a behavior problem. Mom wanted to tell the reporter is information because she wants to get Ja’Kevion some help. Reporter stated mom is a private person.
