Seven-S Framework STRATEGY Cebu Pacific has a 3-pronged approach in moving ahead of the competitors in the tough business climate of the local airline industry in the Philippines. First is stockpile fuel. Cebu Pacific stockpiles fuel in advance, about 1/3 of the fuel that they expect that they need for the year, so that they can focus on other costs. They can do this as the company is still making profits even though there are high fuel costs.
