Chain Of Custody Procedures

On June 20, 2014, the Department obtained emergency custody through C&P of Ryan due to neglect by mother Heather Martin. Mother was arrested by Burlington Police on 6/16/14 for larceny; shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham. The family was placed in a hotel through Department of Transitional Assistance. It was against the hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone in the room for five days. This was deemed concerning for the two children to not have an appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's whereabouts were unknown to the Department. Family members were contacted that could possibly take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll Clinton were unable to do so for various reasons. Given that there were no family members to take Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available. On 6/23/14 Ryan and his sister were placed in a kinship home of a family friend.

PER REPORTER: Max stated that he was in DHS custody in Calhoun County. He said his mother is paralyzed. He doesn't live with his mother or father. He lives with his brother. Max is threatening to harm himself. He said he thought it was better to end it all and best for his life to be over. The brother was contacted; he is on the way to get him. Max said he felt sick this morning. He called his brother and a friend, no one could come get him. He said he started feeling worse. He came in the office to sit down and said he would be better off ending his life. He talked about his home life and it's so bad. He said no one takes care of him and no one cares for him. He doesn't know how he will get to or from school day to day. He lives out the district.

Being a funeral director takes having a strong stomach and skill dealing with grief. There are many different ways people mourn. Religions have different rites as well as celebration of someone’s life. Every culture and civilization has three common threads dealing with death and their final internment. There are three main steps when someone dies. First is the preparation of the body, then some type of ceremony, and finally internment.

From day to day it may be different but typical the homicide detective will be called to a investigation scene. First off when you get to the scene I will assess and manage the scene. This means examining the victim for clues. Next I will document the scene I would complete a walk through, making sure I do not disturb any evidence. Also making permanent record of the scene, it is important to do this before moving anything. After that I will photography or videotape the scene conducting a thorough search; make a rough sketch; dust for fingerprints; identify, document, and collect all fluids and fibers: and control evidence to maintain its integrity. Then canvass the area to locate witnesses. This step is critical because more homicides are solved by canvassing than any other method. Your cell phone rings in the middle of the night and you are notified that you have to go to work. After hastily getting ready, you find yourself walking down a hallway; you turn into an empty doorway and enter a dark, cold room that is filled with lifeless bodies waiting to be attended to. This may be an unfavorable situation to many, but to a funeral director, it is just another day at work. In order to become a funeral director, one must be genuinely interested, willing to fulfill the job requirements, be able to cope with death on a daily basis, and still maintain a positive outlook on life.

A funeral director can be a male or female who handles the care of the deceased from the time of death until burial. The person must attend college and receive a degree in mortuary science. A two year apprenticeship will be a learning business and directing a funeral. Funeral directing is beneficial and rewarding. A two year program is offered locally with duties including handling of remains, embalming, and funeral services (Lee).

Often times, the one you see doing the investigating with not only the body at the scene, but also inspecting the body of the victim in their exam room is called the Forensic Pathologist. A Forensic Pathologist is often called to the scenes where a death has occurred so that they can legally gather information and observations so that they can proceed with the investigation. For example, they will try to find the time of death. It is very important that the forensic pathologist be contacted very early on in the investigation, due to the amount of evidence that needs to be overlooked. Forensic pathologists are educated as physicians, and are also licensed for the practice of medicine. Regional tests are given, which means that if you decide to move at any time after taking the regional test, you will be required to take it again if you move to a new state. Autopsies are a daily occurrence, and the goal of the forensic pathologist is to recreate the series of events that led up to the death of the victim.
