The organization under investigation is Child Protective Services, also referred to as CPS, which is an agency within the Department of Family and Protective Services. CPS is a governmental organization that has existed for years. The agency is designed to protect children from abuse and neglect. There are numerous cases that are called in on a daily basis in the state of Texas, and it is the duty of state employees to address all allegations in a timely manner. The positions held as a caseworker within the agency are either Investigator, Special Investigator, Family Based Safety Services Specialist, or Conservatorship Specialist. A lack of understanding of these two key components, might put at significant risk the children's welfare, leading professionals to overlook certain situations and to offer inadequate support or lower standards of care (NSPCC, 2017).

Child abuse in America is an ongoing problem and something needs to be done. There are approximately one million children abused annually in the United States. (Table 339) Cases of child abuse and neglect are reported every ten seconds, and researchers believe that there’s three times that amount that goes unnoticed. (Child Abuse: Know the Signs and Stop the Violence Against Children.) Something needs to be done for these children who are too weak and too powerless to help themselves.

“The Child Abuse Prevention and Treatment Act” states’ that “child abuse is the leading cause of death in children under the age of eighteen.” Child abuse occurs when adults inflict violence and cruelty upon children. Abuse is any willful act that results in physical, mental, or sexual injury that causes or is likely to cause the child to be physically, mental, or emotionally impaired. Abuse happens to children of any age, sex, race, religion, and social status.

On June 20, 2014, the Department obtained emergency custody through C&P of Ryan due to neglect by mother Heather Martin. Mother was arrested by Burlington Police on 6/16/14 for larceny; shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham. The family was placed in a hotel through Department of Transitional Assistance. It was against the hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone in the room for five days. This was deemed concerning for the two children to not have an appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's whereabouts were unknown to the Department. Family members were contacted that could possibly take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll Clinton were unable to do so for various reasons. Given that there were no family members to take Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available. On 6/23/14 Ryan and his sister were placed in a kinship home of a family friend.

For 30 years, advocates, program administrators, and politicians have joined to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem had developed: Upon investigation, as many as 65 percent or the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staffs.

According to our textbook, Public Law 93-247 which is the Child Abuse Prevention and Treatment Act (CAPTA), came into effect on January 31, 1974. This law is regards to childhood maltreatment. The law implemented the National Center on Child Abuse and Neglect. Central agencies needed to be created in each individual state. The central agencies had to have legal authority to investigate and be able to prosecute cases that involved abuse and neglect. The States also had to develop their own definitions, policies, procedures, and laws dealing with child abuse and neglect. With the amendment of 2003, states needed to include foster care, adoption, abandoned infants and family violence protection into their services.

Reporting child abuse is a serious matter. It is okay to report neglect or abuse because they may feel that the child is in danger. As long as they report it to the right authority they are not violating the law. HIPPA allows this type of disclosure without parental or guardian permission. The guardian should be verbally notified unless it would place the child at risk. In some states they are required to report names of people with positive HIV test to public health authorities for infectious diseases surveillance. If I was ever in a situation where I had to report a serious a matter I would not go around telling everyone according to the HIPAA you must always report to the appropriate authority. Our life experiences play a large role in shaping who we are as people. My childhood experiences influenced the woman that I am today. My father was abusive. He abused my mother, my siblings, and myself. Whether it was a domestic assault against my mother, slapping of my siblings, or a daily cursing session, our house has always been in turmoil. There were adults that knew about the abuse going on in my home, including teachers. However, none of them intervened for my brothers and I. I cannot help but wonder how my life would have been different if someone had. Experiencing child abuse, as well as my mother’s domestic abuse, is my greatest catalyst in pursing a graduate degree in social work. Pablo Picasso once said, “The meaning of life is to find your gift. The purpose of life is to give it away.” Child abuse could have broken my spirit but it made me stronger. It sparked my interest in mental health, and showed me the importance of compassion. I plan to use my gift to help others improve their quality of mental health, and encourage the development of self-determination.

Child maltreatment is a widespread issue that affects thousands of children every year. There are four common types of child maltreatment; sexual abuse, physical abuse, emotional abuse and neglect. All of these types of abuse are very serious and can have many consequences for the children and families. The most common consequence of severe child maltreatment is the removal of that child from their home (Benbenishty, Segev, Surkis, and Elias, 2002). Most social workers trying to determine the likelihood of removal evaluate the type and severity of abuse, as well as the child’s relationship with their parents (Benbenishty et al., 2002). In today’s society, child abuse is widespread and has an affect on everyone who comes across it. The act of child abuse happens everyday to a variety of kids who are typically younger and scared to tell anyone. All children are born with the right to be able to develop, grow, live and love according to their needs and feelings. For a child 's development they need protection and reassurance from adults who love them and help them acquire the skills to be a successful adult. However, some children are neglected and hurt by adults that they trust. The abuse a child receives makes them feel bad about themselves, and it is much worse when it occurs within a family because it makes them feel unloved and alone causing them to have problems. “Abuse of all types was more frequent in those from disturbed and disrupted family backgrounds. Logistic regressions indicated that some, though not all, of the apparent associations between abuse and adult problems was accounted for by this matrix of childhood disadvantage from which abuse so often emerged. Numerous studies have investigated the psychological sequelae of childhood trauma, including posttraumatic stress disorder(PTSD), dissociation, personality disorder, and substance abuse ”(“New Retrospective Measure of Child Abuse and Neglect” by David P. People may not be aware, but any one of their peers, friends, or neighbors may be victims of child abuse. Every day, someone experiences physical, emotional, neglect, and/or sexual abuse. Abuse can lead to death or injury for the rest of a victim's life, from either the perpetrator or themselves. In order to prevent child abuse society must: recognize the types of abuse, understand common causes of abuse, know the characteristics of abusers, and realize the effects abuse has, not just on the child, but on families and communities across the world.

Child abuse is a serious social problem in the world. Child abuse is defined as physical, emotional, and sexual maltreatment by their parents, caregiver, and other people. The goal of this survey is to gather information about how people are aware of the child abuse in their community and society. My survey had five questions that were a mixture of close-ended and open-ended questions. Questionnaires help to get an appropriate response from the participant. The sample of this survey takes from a random population, such as international students and United States citizens.
