Children and young people should feel happy, safe, respected and included in the school or early years setting environment and all staff should be proactive in promoting positive behavior in the classroom, playground and the wider community. Policies and practice which make sure the safety and wellbeing of children should already be in place and it is this legislation develop through many years and experiences, and mistakes, that underpin the working practices that are used today.
The organization under investigation is Child Protective Services, also referred to as CPS, which is an agency within the Department of Family and Protective Services. CPS is a governmental organization that has existed for years. The agency is designed to protect children from abuse and neglect. There are numerous cases that are called in on a daily basis in the state of Texas, and it is the duty of state employees to address all allegations in a timely manner. The positions held as a caseworker within the agency are either Investigator, Special Investigator, Family Based Safety Services Specialist, or Conservatorship Specialist. So it is important for social workers to avoid assumption and a discriminatory practice. There are many theories can provide an exploration to child abuse like the psychodynamic or socio-biological or a families disfunctioning theories, but sometimes their maybe multiple reasons and theories to child abuse. A social worker may identify the risk factors causing abuse and keep in mind that some families are more vulnerable than others. Depending on agencies that are dealing with the family, different personal will attend a child protection conference (social workers, police, parents/carers, nurses, teachers, housing welfare, etc). It is down to the local authority to do their investigation into suspected child abuse, under confidentiality, and cooperate with different agencies to prevent this issue. Guide and procedures should be adapted in individual cases, they are produced by the area child protection committee (ACPC) through a handbook that is distributed to a social worker and professionals who engage in child protection; the ACPC role is to asses co-working issues, identify agencies training needs, that establish a strong links between agencies, promote a good practice and review the information regarding the operation of child protection register and publish an annual report.
For 30 years, advocates, program administrators, and politicians have joined to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem had developed: Upon investigation, as many as 65 percent or the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staffs.
One of the ways foster care is inhibited is that the separation of the child from their parents and placement in a foster home can be traumatic for the child. In some instances where the child is not safe in their home, the first choice may be to remove the child and place them in foster care. Both the parents and child have a hard time accepting the situation. This separation causes conflicts and resistance from the child (Crosson-Tower, 2014, p. 316). The job of a child welfare worker appears to be a demanding profession that promotes the child’s safety, but also strengthens the family organization around them in order to successfully raise the children. This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. Families' reliance on childcare has risen significantly over the past 30 years. In 1993, 9.9 million children under age 5, needed care while their mothers worked (Bureau of the Census, 1995). More than two-thirds of all infants receive nonparental child care during their first year of life, with most enrolled for about 30 hours each week (National Institute of Child Health and Human Development, 1995).
The Term topic I chose to research about is Child Welfare Services. This topic has a variety of different regulations and forms that makes this program run. Child Welfare Services have been around for quite some time and has been helping out as much as they are allowed to. This program has a time line of many important events that all build up the Child Welfare program.
Child abuse in America is an ongoing problem and something needs to be done. There are approximately one million children abused annually in the United States. (Table 339) Cases of child abuse and neglect are reported every ten seconds, and researchers believe that there’s three times that amount that goes unnoticed. (Child Abuse: Know the Signs and Stop the Violence Against Children.) Something needs to be done for these children who are too weak and too powerless to help themselves.
“The Child Abuse Prevention and Treatment Act” states’ that “child abuse is the leading cause of death in children under the age of eighteen.” Child abuse occurs when adults inflict violence and cruelty upon children. Abuse is any willful act that results in physical, mental, or sexual injury that causes or is likely to cause the child to be physically, mental, or emotionally impaired. Abuse happens to children of any age, sex, race, religion, and social status.
Child welfare is an issue that is vastly debated today in the United States. Regardless of party lines, socioeconomics, gender, religion, or race, it seems like everyone has a stake in shaping this issue. As such, progression in policy can be difficult and is often controversial. Throughout the 1900s, the United States Supreme Court heard and decided several cases that set forth precedent, giving more power to, and enabling, parents to raise their children as they see fit. As constituents, parents have a substantial say in what policy should and will be enacted. However, as individuals, parents do not have nearly as much power alone as they do in groups to influence public policy. Therefore, by banning together and creating interest groups, as well as participating in political parties, individuals who have an interest in child welfare, are more likely to make a substantial difference.
