Climate change is defined by the Intergovernmental panel on climate change ( IPCC) as a variation in the mean state of climate persisting for an extended period of time typically decades or longer while the United Nations Framework Convention on Climate Change (UNFCC) defines climate change as a change in the climate which is attributed directly or indirectly to human activities that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods. Climate change can also be defined as a change of climate which is attributed directly or indirectly to human activity that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods (UNFCC, 1992; Obioha, 2009). It involves a change in both the mean meteorological values and variability of these values. The expected change in mean climatic conditions is expected to be a slow process, occurring over many decades (Obeta, 2009). Climate variability describes seasonal changes, inter-annual variability and the likely frequency of weather-related intense events. Climate change and climatic variability are frequently discussed in literature and they add to a complex bond of stress to the economy through their impact on key sectors or on the important drivers of growth, including agriculture and natural resources, water, health and infrastructure.
