1. No formal training or development is available to Coast Guard firearm trainers beyond the initial training provided at Firearms Instructor (FAI) C school. Upon graduating FAI school members are expected to conduct training in accordance with Commandant policy. As the Coast Guard changes through revisions to firearms training and equipment the FAIs in the field are left without direct support. The lack of continuation training exposes the Coast Guard and its’ firearm trainers to legal scrutiny. The Coast Guard needs to implement formal evaluations and PQS programs to develop CG Firearms trainers.
2. Coast Guard Training Center Yorktown is the sole source for training firearm instructors in the Coast Guard. Each year Yorktown holds six classes with approximately twenty students in each class. Ref (a) dictates that FORCECOM controls all of the quotas for FAI school. FAI school is a twenty five day resident course that teaches the member: instructional techniques, range and weapon safety requirements, course of fire, marksmanship skills and coaching techniques, target reading analysis and scoring, and administrative duties of an FAI, ref (b). After successful completion of this resident course a FAI can continue to act as a FAI for the rest of their career.

Recent changes to the High Year Tenure (HYT) waiver process timeline at the E6-E8 level for fiscal year 2016 are too short. This change has caused extremely compressed timelines for members to make the necessary preparations after they have been identified for mandatory retirement. It has also led to uncertainty months into the assignment year for units with HYT candidates. The Coast Guard needs to expand the E6-E8 HYT waiver timeline to align with the E3-E5 HYT waiver timeline.

In the past three years our team has been given the opportunity to attend this dive in-service training and it has been very beneficial for our unit and the department. The training consists of diving emergencies/CPR practicums and oxygen administration. The swim proficiency test consists of a 400-meter swim, 50 meter under water swim, and dry suit certifications. T.W.R.A. Dive Instructor Allen Pyburn discusses dive tables and performs dive table practicals.

In her role as an LEI and fire arms instructor at sector Lake Michigan she has provided numerous hours of law enforcement training and fire arms training. As a Firearms Instructor she provides formal and informal training to both groups and individuals. She provides pre-firing safety briefs on firearms and range safety to units, as well as individual training with members to assist them with qualifications. Her ability to communicate on an individual level has led to an increase in qualifications. While conducting Firearms PQS with members of Sector Lake Michigan she provides invaluable verbal training on weapons handling and safety as well as marksmanship assisting members with gaining and maintaining qualifications. It has also helped personnel at varies units to become qualified as boarding officer and boarding team members.
The Coxswain qualification is one of the hardest fought for qualification of a Boatswain mates’ career. For a Reservist to obtain this qualification it is even harder. The Coast Guard has tried to ease this by allowing Reservists to attend Coxswain “C” school.
