MN STAT 626.8457 I. “POLICY It is the policy of the __________________________________________________ (law enforcement agency) to investigate circumstances that suggest an officer has engaged in unbecoming conduct, and impose disciplinary action when appropriate. II. PROCEDURE
This policy applies to all officers of this agency engaged in official duties whether within or outside of the territorial jurisdiction of this agency. Unless otherwise noted this policy also applies to off duty conduct. Conduct not mentioned under a specific rule but that violates a general principle is prohibited. A. PRINCIPLE ONE

If in doubt as to the clarity of an order the officer shall, if feasible, request the issuing officer to clarify the order. An officer refusing to obey an order shall be required to justify his or her actions. k) Peace officers learning of conduct or observing conduct that is in violation of any law or policy of this agency shall take necessary action and report the incident to the officer’s immediate supervisor who shall forward the information to the CLEO. Police officers are faced each day with a variety of situation in which they must deal; therefore we should ask ourselves the following questions: Should police officers enforce the law equally in all situations? In what situations should police officers be allowed to not enforce the law? What types of situations would they be required to fully enforce the law? Why does police discretion exist? What are its strengths and weaknesses? And what is the relationship between police discretion and police ethics?

When people decide that they want to disturb the public peace, they become a threat. The officers need to do what is necessary to keep the peace, and maintain order so the threat must be dealt with. Order maintenance situations vary, even though these officers have had training, sometimes the police have trouble dealing with the problem properly or have trouble in what their response should be.
After reviewing the key points to my analysis, my position is that local law enforcement should have all the training and equipment to ensure they can carry out their job to enforce the law and protect the citizens safely within their society without abusing their power or causing more harm.

First, law enforcement officers swear an oath promising to apply the law regardless of the race, gender, economic class, or identity of the lawbreaker.
