The county is home to two school districts, Warren County R-III School District and Wright City School District (Warrenton, 2014). This is a rural county and covers 431 square miles, much of which is forest and farmland (Warren County, 2014). Warren County R-III School District has a little over 3100 students enrolled and mirrors the city and county in that it is mostly Caucasian, with a small percentage of minorities including African Americans, Asians, Hispanics, and Native Americans in attendance (Missouri Comprehensive, 2014). Warrenton has been one of the fastest growing cities in Missouri as westward expansion out of St. Louis continues. However, in the last few years, many businesses have been leaving the area causing the growth to slow. The average education level in Warrenton is below the national average (Warrenton Missouri, 2014).
Much of the power in the town is derived directly from business owners. Therefore, they will be instrumental in supporting this policy in front of the school board, helping the students targeted by the program, helping financially, mostly in donations of time with students, and in providing places for students to get work experience.
