Community corrections is continually changing and has been for the past one hundred years. From the early to mid-twentieth century onward it has used three major models, the medical model, community model, and the crime control model. The major turning point for the American community corrections system that led to corrections as we know it today was in 1974 when What Works? - Questions and Answers About Prison Reform by Martinson was published. The system changed practically overnight across the nation. The notion of rehabilitating offenders was dismissed and a more punitive “lock them up and throw away the key” mentality took over. Presently the corrections system is still working in the crime control model, but professionals are trying to restructure how we deal with criminal offenders during and after incarceration. The difficulty in the restructuring is finding the balance between punishing criminal offenders proportionate to their crime, but also rehabilitating them to be productive members of society once they are released so that they do not recidivate.

In our prison systems today, many different gangs pose a threat to our correctional staff and other inmates. In the United States, gangs exist in forty of the fifty states. These gangs bring violence, drug trafficking and racial unrest to our correctional system.

Corrections have existed throughout society for many years and continued to change and evolve in the United States reflecting society’s values and ideals throughout the centuries. In the criminal justice system, corrections exist in more than one form. Not only do corrections refer to jails and prison systems but they also pertain to community-based programs, such as probation, parole, halfway houses, and treatment facilities. Past, present, and future trends in regard to the development and operation of institutional and community-based corrections vary between states but corrections have grown immensely since the early 1800s and have continued to expand

There are many problems with gangs in prison. These gangs cause problems and threaten the well-being of others who don’t fit into their mindset or beliefs. This problem has been going on for a long time, and has cost the prison system a lot of money throughout the country.

Based on the information gathered from different materials, proceeding with jails, prisons, probation, parole, juvenile, and community corrections may range from many perspectives. Jails and prisons are different from a few perspectives, but it may also vary on the length of time to serve for punishment. Parole and probation are reservation options to help educate criminals about ethical knowledge. Community corrections are also provided to help keep the environment safe from harm. These measures were taken to ensure public safety but are now posing a problem for our correctional facilities. Overcrowding and budgets are among the problems brought about by these measures. Both the state and federal correctional population throughout the United States have steadily seen significant increases in their population, every year for the past decades. Based on the census found on the Bureau of Justice website, the data collected between June 30th 2000 to December 30th 2005 showed that prisoners held in custody between federal and state prisons increased by 10%. One of the most interesting things I learned from doing my research on community corrections in my jurisdiction is how the criminal justice system is committed to being fair and balanced. I have observed in a court arraignment how a judge briefed everyone in the court about proper protocols during the hearings .The judge said he could not start court hearings unless a prosecutor was present, and that he cautions the inmate the right to remain silent, and also discussed to the inmate his rights. A Corrections Officer has many duties to consider as they manage the activities of inmates. They are charged with the responsibilities of conducting head counts, monitoring recreational activities, and supervising their work assignments while maintaining a safe environment ensuring the welfare of those who are incarcerated in the correctional facility and employed there, as well as protect the safety of the public communities. They are investigators trained to search for illegal or prohibited goods smuggled into the institution, respond to riots, transport inmates and write reports. Although the job of an officer is challenging still the manner in which they ought to interact with the inmates should exemplify a standard of discipline that displays ethical professionalism, and respect at all times.

Community-based corrections is a cheaper means of punishing offenders in comparison to confining the offenders to jail or prison (Martin, 2003). Placing the offenders in community-based correctional programs reduce the issue of overcrowding in prisons and jails (Lawrence & Hesse, 2010). The primary purposes of community-based corrections are to hold the offenders accountable and protect public safety by monitoring the offenders through alternative programs (National Institute of Justice, 1998). The supervisor over the offender educates the offenders of the consequences of their actions, monitors the offenders, documents and reports non-compliance (Alarid, 2017). One of the theoretical premises of community-based corrections suggests that criminals will consider the costs and benefits and the consequences before violating the rules of the program or committing any new criminal offenses (Alarid, 2017). The specific deterrence theory suggests that if the criminal sanctions are severe enough, the offender will think twice before committing another crime because the consequences outweigh the benefits (Siegel, 2010). The community-based correctional programs discourage the offender from continuing old behavioral patterns through supervision.
