Introduction
According to research conducted in 2008 by “Psychological Center” in Azerbaijan almost 40% of students and academics and every second teacher at state universities accepts bribes. Corruption is the most dangerous disease of the world. It is undesirable for every society if corruption grows in education sector. It is an undeniable fact that Azerbaijan is the country which suffers from corruption, especially in education. I will mainly focus on corruption in state universities of Azerbaijan, more particularly its background, its current level, causes, culprits, general solutions, and my solutions to the problem.

In fact, I aim to say that this change in education system is not sufficient and public universities need further reconversions in order to evade corruption. The best step to reduce bribery in universities was that in some state universities students give their exams via computers since 2012. From the one side it is to efficient because if student knows the subject well, he will pass, from the other side students who do not study request bribery to professors in order to get exam questions and answers. The same things happen in other former Soviet countries, mostly in Russia and Ukraine too.
Varieties of Corruption in State Universities There is variety of problems in state universities in terms of corruption. Some of them have been solved, some is being solved, and some requires time to be solved. The main characters of corruption in universities are students, professors, parents, administrators, and other officials. Corruption cases in state universities of Azerbaijan are listed below.
1. Administrators or staff members requires some “fee” from students or their parents for preparing some official documents or signing them, while these procedures are officially expected to be free.
2. Moreover, another problem is the teachers’ attitudes to students: they establish a need for students to request additional tutoring, mainly outside class. Instructor’s aim in this action is to make student to pay a sum of money for his teaching outside
Political corruption is a major problem in the US today. It involves almost all levels of government and affects people from all walks of life. Public office is a noble post and citizens put their trust in government officials to carry out their constitutional duties for the benefit of the citizenry. The problem comes in where both elected and unelected officials perform their duties with the goal of personal gain in full view of the law. The ethical and moral wrongs of corruption are unjustifiable in any context.

I’d seen how ideas could be upsetting, especially when wielded by a smarmy freshman who barely knew what he was talking about” (533). Someone who is abusing the power that is given to him or her defines corruption, however, the word in its self is more than a simple idea; it is an intricate network. Since people’s views about ethical and moral behavior affect the way corruption is examined, the word has a slightly different meaning to each person. Additionally, misconduct across various societies is viewed differently due to social and cultural borders. It would be convenient to start this research paper by stating that corruption is a challenge mainly for businesses in developing countries and that it is unrelated to the current affliction of the economy in the United States. Corruption in India is widely spread. India is ranked 85 out of 179 countries in Transparency International’s Corruption Perceptions Index; its score has improved rapidly from 2.7 in 2002 to 3.4 in 2008. It is the one of the main problem facing by India in his way of development. Corruption is not a recent phenomena it existed in form or another form since immemorial. In various ancient civilizations it is clearly demonstrated that bribery was a serious problem among the Jews, Chinese, Japanese, Greeks, Romans as well as Azeets of the modern world.
Political corruption has existed throughout the ages. It believed to be most prominent in positions of power, because of the role money plays in getting people power. However, over the centuries, corruption has changed so much so as to not match a particular definition of corruption, perpetually growing deceptively harder to find (Ebbe).
Another important cause of unemployment in Bosnia and Herzegovina is corruption. At the end of each year, numerous organizations do researches related to corruption in Bosnia and Herzegovina. One of these organizations is Transparency International organization. According to Transparency International, Bosnia and Herzegovina is represented as the one of the most corrupted and the most undeveloped countries in Europe. The corruption rate in this country is calculated as 14.9% and it places Bosnia and Herzegovina as the 5th country on the list of corrupted countries. During last four years, this country records constant decrease in global corruption rate because the other countries involved in this survey showed high increase in corruption rate. Moreover, Divjak (2012) states that this country did not make any improvement or decline in corruption rate, so it represents stagnation in economy. Although the decrease is finally stopped, the result is disappointing because there is no desire of the government to overcome the corruption. According to Tomas (2004, p.141.)
Corruption is a complex political, social, and economic anomaly that negatively affects developing and developed countries. It weakens democratic institutions, holds economic development, widening the rich-poor gap and certainly leads to governmental instability. The World Bank definition of corruption states that “…the abuse of public office for private gain”.
This does not set a good example for the employees and can be harmful to the future of the company. Ensuring that bribery stops can solve many of the problems discussed above. Some feasible solutions are being recommended to help the company in both short term and long term. First of all, all employees including managers should be given training and education about bribery, corruption and what’s deemed illegal according to the law. Explicit measures should be suggested on how they can avoid supporting corruption and also where they can report to in case a situation where dishonesty is involved arises.
