By appraising the impact of Cultural Property Protection legislation on culturally sensitive sites during and after the civil war in Croatia (1991-95) these lessons can be applied to the civil war in Syria (2011-present).
Abstract
“History doesn’t repeat itself, but it sure as hell rhymes” (Anon)
The aim of the proposed research is to provide a comparative analysis of Cultural Property Protection (CPP) in Croatia and Syria, learn lessons from Croatia’s experience and identify legislation that should be implemented in Syria. This study will focus on tangible, physical cultural heritage i.e. monuments, groups of buildings and sites as defined by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) in Article 1 of the

Common regional approaches to the protection of cultural heritage may be one way of transforming relationships and attitudes that divide nations.
Both nations have or are facing a period of reform in order to re-enter the international stage and must modernise their legislation and approach to many things including cultural heritage. The proposed research is based on the concept that co-operation and co-ordination between international communities would bring benefits to cultural heritage by learning from experience, standardising protocols and sharing information. It could also act as basis for dialogue as to whether cultural heritage can be used as the first steps toward reintegration of the population through common projects in areas of cultural tourism, recording and protection.
Data Collection Method and Sources
To achieve the aim of the research, the overall method will need to draw data and information together to compare Dubrovnik and Aleppo via a series of case studies, achieving focus and depth to the problem within a limited time scale. This data needs to be able to measure the damage done to culturally protected sites, understand why these sites were damaged and assess if international law was successful in limiting the damage done and bringing
UNESCO is also in charge of declaring a world heritage “in danger”. This informs the international community that
Cultural identity is what makes you who you are. Cultural identity can range from a variety of different things. But in today's culture people do not take the time to learn one another's back ground, they judge others based upon appearance. I am mainly looked at as a spoiled, stuck up white girl who went to catholic school, when none of that is true. I have a lot of things that make me who I am, from my family's traditions, to how old I am, the food I enjoy, the music I listen to, and the sport I play.
The foreign, military and economic policies of states, the intersections of these policies in areas of change or dispute, and the general structure of relations which they create, are all analysed in terms of aspirations to achieve national and/or international security. Security is most commonly associated with the alleviation of threats to cherished values (Williams; 2008). However this is a definition that is undesirably vague and a reflection of the inherent nature of security as an ‘essentially contested concept’ (Gallie; 1962). Security in the modern day context has many key concepts associated with it: uncertainty, war, terrorism, genocide and mass killing, ethnic conflict, coercion,
Introduction: heritage management plans or HMP are a way of sustaining heritage sites for future and current generations. Heritage has a mixture of aspects and varying definitions. One the oxford dictionary definitions are as follows “valued objects and qualities such as historic buildings and cultural traditions that have been passed down from previous generations” so heritage is more than just the physical site it includes the people (oxford dictionaries). A good HMP more than just protects a site it encourages community involvement and interest and serves a community’s interests. A good HMP also needs to be economically sustainable and needs to be fluid to change during economic highs and lows. A HMP needs to
Context and Research Question: In August 2015, after capturing the ancient Roman site of Palmyra, the Islamic State of Iraq and the Levant (ISIL) spectacularly exploded the remains of the Temple of Bel and the Temple of Baalshamin. They immediately spread the images of their destruction online by creating videos and news reports. ISIL’s acts of destruction mark the largest-scale mass destruction of antiquities by one group since the Second World War (Kulish and Myers 2016), and their videos are extremely effective in disseminating their spectacles outside of the Middle East. Scholars in art history, archaeology, and law consider these acts the destruction of cultural heritage (Harmanşah 2015; Bauer 2015; Brodie 2015; Drasewska 2015; He 2015; Kila 2015). In particular, ISIL’s videos seek to defy Western European ideas about cultural heritage which are often cast as universal (Meskell 2002, 568) and engage a worldwide audience through carefully articulated performances. However, the many Canadian journalists using digital media to protest the destruction and reassert their own humanitarian, cosmopolitan, and civilized heritage values clearly mark the success of this strategy (Manley 2016). In fact, a trend emerged where popular news stories claim that ISIL is destroying the heritage that belongs to all of humanity (Harmanşah 2015, 173). Some scholars dispute the validity of this
In his “Safe Area Gorazde” Joe Sacco describes his experience visiting a Muslim enclave during the Bosnian War of 1991-1995. Tragically, this work is based on testimonies of residents of Gorazde, allegedly a UN-protected area where Bosnian Muslims are able to take refuge to avoid the ethnic cleansing perpetrated by the Serbian army. Gorazde is anything but protected which Sacco demonstrates throughout the book by ridiculing the UN and the US who are able to and responsible for protecting the residents of such enclaves, but instead turn a blind eye to what was going on. “…the U.N. extended safe area status to other Bosnian enclaves, including Gorazde. But the U.N. had yet to work out what the concept
In May 2015, troops of Isis swept Palmyra, which is one of the oldest ancient cities in the world, and as always, Isis made many massacres starting from killing civilians down to destroying the valuable artifacts. After that, the militants of the Islamic state committed a new barbarian crime when they killed “Khaled al-asaad”, the manager of museums in the old city.
My family and I have never been the family to take trips outside of the country therefore I haven’t seen different cultures outside of the United States; however I come from an Anglo father and Hispanic mother therefore I have been able to experience their cultures first hand. Both of my parents, especially my Hispanic mother showed us all very nurturing, caring and loving affection that has stuck with me; this is definitely what shapes my identity. Students with different backgrounds and disabilities come into our classrooms with a wide variety of talents and skills; some student’s skills are just very different from those of another student. If one student’s skills don’t meet the skills of the highest level student in the classroom they often are not noticed, because of my identity I will recognize and congratulate every student who improves in one way or another. From personal experiences that I have seen I believe that teachers need to be able to recognize the way students with disabilities act and perform in the classroom. Teachers must also be able to find ways to help these students stay engaged and continue learning; this will help the students and teachers within today’s school system.
Heritage buildings act in the same way; the characters of built environments have changed and continue to change as architectural styles do throughout time. The architecture of today adds to and becomes but one of the layers in the urban fabric. New designs in an existing city set out to mimic, integrate, juxta-pose, harmonies, contrast, juxtapose or even com-pete with the existing status quo. Each situation re-quires a different approach with different design re-quirements assessed on a case-by-case basis (Or-basli, 2010). The proposed research will discuss the adaptation of the cultural heritage between tra-dition and innovation: how case-by-case design re-quirements impact on heritage building’s identity, looking at museums in
What is heritage and who has the power to determine the entities that own these cultural artifacts and the way that heritage is remembered in society? Lowenthal states that heritage illustrates society’s ancestries, artifacts, and cultural identity (Lowenthal, 22). Barber addresses how government can alter the interpretation of a culture. The articles in The Antiquities Act expressed the importance that legislative actions have in the field of cultural resource management through the protection of antiquities that represented the nation’s heritage. The theme of the readings depicts the influence that a country’s government has in preserving and interpreting its nation’s culture. When analyzing the theme, it is important to understand how claiming
To be world heritage site, there are five nomination processes. First, countries must make Tentative List, which is a list of significant cultural and natural possession (“World Heritage). In Tentative list, there are 1516 records in 162 states (“Tentative List). As one of example of the list, Fujisan, which is the tallest mountain in Japan, are submitted on 30 January 2007 (“Fujisan). Second, a State Party arrange with World Heritage Center when the property that is in Tentative List put into a nomination file. After nomination file finished, it is sent to Advisory Bodies for assessment. International Council on Monuments and Sites (ICOMOS) and World Conservation Union (IUCN), which are Advisory Bodies, give an estimate of the place nominated. And then International Center for the Study of the Preservation and Restoration of Cultural Property (ICCROM) gives an advice on protection of the place. Fourth, World Heritage Committee decides final determination. The committee discusses which place is listed on World Heritage List once per a year. To become World Heritage Site, the place must have excellent worldwide worth and reach one of ten assortments principle per natural and cultural heritage as a minimum (“World Heritage List Nominations). A first criterion is that the site shows a work of art of people’s original uncommon ability. Second, the site shows a significant replacement of people’s worth in the cultural district of the world over a long period of
The sharing of the horrifying image across social media of Syrian toddler Aylan Kurdi’s dead body washed up on a beach in Turkey has brought the Syrian’s plight into the eyes of the entire world. Thousands of desperate men, women, and children make illegal and unsafe journeys across entire oceans just to get away from the ongoing conflict that is occurring in their home country. In view of the root of this horrible situation, one observes events dating back to 2011, when pro-democracy protests began throughout the country of Syria. These protests displayed the anger prevalent among the Syrian people against President Bashar Al-Assad’s authoritarian government. The attempt by President Bashar Al-Assad to suppress the numerous protests with
I wish to participate in the American Culture Program for many different reasons. A major reason I wish to participate is that I enjoy learning about different places and cultures as well as seeing different perspectives from piers. I have had many traveling experiences, when I was 10 I had the privilege of traveling to Italy over Christmas to visit my family, one thing that really has stuck with me is when my cousins and I played soccer in the alley with each other. I found that families in Europe appreciate being with their families more often and every meal was two hours long, full with laughter, dancing, and no TVs! This made me realize that meals with your family really should be more appreciated and my family and I now eat every meal together that we can. I was also impacted by many different historical sites such as the Colosseum as well as the food and
In the lives of Americans September 11th, 2001 will forever be embedded in our memories. This was the day that international Terrorism first struck America. A day that America’s security was exposed from there on TSA, and Homeland Security was built. I remember before the devastating attacks we were able to walk up to any terminal in the airport and wait for any of our family members board the aircraft. Since those devastating attacks Americans have seen new policies in security and new implementations in transportation, but the cost to our new security and technology is the peoples’ privacy has agonized.
Nablus, the city which its historic center dates back thousands of years ago, was exposed to a military invasion in 2002. As a result many buildings were damaged, either public or private; it exposed to a different level of destruction. The city has a high value, it is considered as a symbol of identity and store the collective memory. Therefore, it`s reconstruction need to balance between the stable and fixed image of the city and responding to its dynamic nature, this is to satisfy people’s contemporary requirement in a way that doesn’t break the relation between the city and its people -local and national-.
