The San Antonio Police Department has been around since the early 1700’s, since then there have been fifty-four San Antonio police officers that have been killed in the line of duty. According to the Fallen Officers in San Antonio, “the first officer that is acknowledged as the first San Antonio police officer to die in the line of duty was Frederick Fieldstrup” (Fallen). Fieldstrup died in the line of duty on May 29, 1857, he was shot and killed on the corner of Market Street and Alamo Street in a shot out with a gambler. William Lacey, was shot and killed in the line of duty on November 29, 1900. Lacey was shot and killed accidentally by the person that he was assigned to protect during a labor dispute. Policemen are supposed to “serve and protect.” Lately that motto has lost its significance and meaning. The public and the news media no longer respect the occupation. Policemen nowadays are accused of not doing their jobs properly and instead of serving their communities, outright ignore or harm ordinary civilians. Terms like “police brutality” have become rather popular and there appears to be no shortage of new articles scrutinizing the police. This paper will focus on the soured relation between Houstonians and the Houston Police Department (HPD). Officially the Memphis Police Department was established in 1827 with the appointment of the town constable John Balch. It was not until after the Civil War where the police force was organized into Wards and Districts. The size of the department at this time was close to one hundred officers. The City Marshall was considered the Chief of Police and was responsible for general care as well as peace within the city. The first African American men that were hired to serve on the Memphis police were part of the Metropolitan force. Their duties were mere as turnkeys at two station houses. In 1932, the City Of Memphis was known as the murder capital of the world with a one hundred and two homicides (Ashmore, n.d.).

Leading up to the establishment of the Chicago Police Department, the first rank of “constable” was created in 1830. Authorization of Chicago’s very own police force occurred on January 31, 1835. On August 15, 1835, the Chicago Police Department was born. The department’s mission reads, “The Chicago Police Department, as part of, and empowered by, the community, is committed to protect the lives, property, and rights of all people, to maintain order, and to enforce the law impartially. We will provide quality police service in partnership with other members of the community. To fulfill our mission, we will strive to attain the highest degree of ethical behavior and professional conduct at all times.” Orsemus Morrison was elected Chicago’s first constable; he was assisted by Constables Luther Nichols and John Shrigley. The three men served and protected a population of about 3,200. In the year 1837, the Municipal Court of Chicago was created. It had co-jurisdiction with the Cook County Court within corporate limits of the city of Chicago. Between the years 1838 and 1854, the Chicago P.D consisted of very few collection of officers, constables, and part-time night watchers to maintain the quickly-expanding city.

“The police are the public and the public are the police; the police being only members of the public who are paid to give full time attention to duties which are incumbent on every citizen in the interests of community welfare and existence.” (Peel) Racial profiling or profiling of any kind has been a major problem for me growing up in Dallas Texas. When being profiled it comes with a lot of other extra that isn’t necessary from the police. The Dallas police are known for their actions of profiling and being stricter and violent then other police in different cities. Being profiled is degrading and takes your pride away as person.

Maryland one of greatest states on the eastern coast of the United States is currently experiencing a high demand for police officers. This is especially true in Baltimore one of the largest cities in the state of Maryland and continues to grow. Police officers and law enforcement professionals have to be thoroughly equipped to handle the stress of law enforcement work on a day to day basis. How did the Kansas City Patrol Study affect routine patrol all across the nation? It affected routine patrol in the fact that It made officers realize that traditional routine patrol in marked police cars did not appear to affect the level of crime. Nor did it affect the public’s feeling of security. An integral training of today’s police officers duties is the physical skill of the application of use of force. This is needed skill requirement to detain and arrest a person who has committed a crime and resisting. Police officers must be trained to use force properly when the skill is required on a subject who is resisting police officers efforts to place them under arrest. This skill has the potential for the officer to exceed the needed amount of force to place them under arrest that can lead to civil suits alleging the officer use of excessive force. Police use of force is a controversial topic with not only the community as well as leadership in the department. Concerns about excessive and unnecessary uses of force continue to require the researcher to locate what indicators police officers react to when the application of using force or threaten to use force.

Law enforcement goes as far back as to cave dwellers, if it was not for England, the United States would be at a lost for policing. The United States uses the consensus and conflict theories to help the American people have a better understanding of human behavior and its limits. In October 2015 the police department was forced to handle a hostage rescue incident where the suspect had threatened to kill prosecutors, judges and defense attorneys. The suspect also had a violent criminal history including waking into a army recruiting center with an improvised explosive devise and threatening to kill soldiers. During the standoff officers were forced to enter into a extremely high risk environment to not only negotiate with the suspect but to also clear the area of explosive threats. A robot would have been used to make contact with the suspect and clear the location remotely. Also, In June of 2015 the police and fire departments responded to a hazardous chemical leak in the industrial park. The robot would have been used to safely and quickly search areas for victims exposed to the hazardous chemicals. An active shooter event in the cities industrial park creates an extremely difficult problem. Some of these businesses store and use radioactive materials, explosives, and pharmaceuticals.
