REPORTER: On today, DHS was looking for Jasmine. It was reported that DHS and law enforcement went to the child's school looking for her, but the father had already checked her out of school. The father doesn't want DHS to get the child. It was reported that the child told a neighbor that "X and one of her uncles were having sex with eachother" (no further details). The reporter said everybody in the home are drinking and using drugs (crack, pills, and weed). It was reported that her father is a crack head, and her mother (Cleo) lives up north (and she's strung out on drugs). There is not any running water, lights, or gas in the home. On May 23, 2016, I was assigned this case to follow up. This case involves Ms. Anjelica Cassidy Grim a 17 year old T.C. Williams High School student. I made multiple attempts to located Anjelica at School and at 27 South French Street (home). On May 27, 2016, I spoke to Sal Gnim (mother) who reported her daughter returned home the next day. She confirmed that her daughter had been out with her boyfriend. Sal told me that they had a conversation and cleared the conflict up. Sal reported that this was the first time her daughter had runaway. I received permission from Sal to speak to her daughter in School.
R/s last night, Liza and her friend Darlene Bentley were smoking marijuana and crack off of a can in a trailer park in Jefferson. R/s Liza’s daughter, Phaydra (7) was in car when Liza and Darlene were getting high. R/s Phaydra was jumping in and out of the car, running back and forth opening the doors, and calming out of the windows. R/s the trailer park is known as a drug area where drugs are being sold. R/s Liza and Darlene also pop pills. R/s Darlene’s kids are in DSS custody.
Jamita said from what she understands due to what Don told her the children’s mother’s boyfriend offered drugs to Ayanna and her friend. It is unknown if the children have access to the drugs in their home. However, Jamita said she assumes they do because Ayanna said she has seen her mother’s boyfriend weighing drugs on a scale. The reporter stated on 11/19/15, the children had a forensic interview with Regan Smith, family nurse at Children’s Safe Center. The reporter stated after the interview, Ms. Smith made a recommendation that the children seek professional counseling for lack of supervision; Ms. Smith also recommended that Ms. Kiner is not capable of properly caring for the children. According to the reporter, the children are not supervised properly, they leave the home after Ms. Kiner takes Oxycodine prescribed for back pain, and they vandalize and tear up her furniture and home. PER REPORTER: Dorothy Marshall from Wayne’s County DHS reported that on 7/9/2015 at 8:50 am a call came through from the sheriff department. The person on the call reported that there were about 12 children at the home. There was not food or water at the home and the children was left there alone. Per reporter when she arrived at the home there was food and water at the home. The children were not at the home alone. Their mother was at the home with them and they all was asleep.
According to the reporter, the father (Jaylon) used to watch the children, but he does not anymore. He went to the home on 1-18-16, to get his clothes and the door was unlocked. The children were home alone, and the mother (Tanara) was at work. She is employed at Sonics in Slidell, which is 20 minutes away. Jaylon took the children to the reporter's home around 11am that morning. The paternal grandmother got the children from the reporter around 4pm that evening. R/s it was reported that on last night Jacob’s (16) stepfather had beaten him on the head, arms, and legs with a belt. R/s the stepfather pushed Jacob onto the table. R/s Jacob has marks and bruises on his head, arms, and legs. R/s LE has been notified and they have pictures of the Jacob’s injuries. R/s reportedly Jacob was beaten because he used the computer incorrectly. R/s Gabriel (11) is in the home. R/s the stepfather was referred to as Scooter. R/s the mother Jerri is trying to protect the child. R/s reportedly Scooter has criminal charges for domestic violence and he has an issue with drug abuse.
According to the reporter, Richard took their 2 boys last year around June. She has only seen them 2 times since then. Richard said he was going to Mississippi for a week but he didn't come back. They both have joint custody. The reporter doesn't want her children in the system but CPS will see everything she is talking about. There are a total of 6 people living in a 2 bedroom apartment. Per Reporter: Sabrina use drugs (marijuana) around the children. The drugs are not manufactured/sold. The unknown sibling is made to go outside while Sabrina use drugs. PER REPORTER: Marah said she is concerned about five children that live in a house that is filthy due to it being covered in roaches and dog “piss and booboo”. She said the adults in the home sell drugs and use them in the home, and she said the children are aware that the drugs are being used and sold from the family’s home. I am not able to attend the pre employment job readiness program. My current employer was unable to find a replacement before the start date of the PEJRP. I understand the non-attendance in the PEJRP was the first step in the apprenticeship program thus recinding my offer for possible employment as a apprentice housing inspector program.
