INTRODUCTION Recent years, the world is always appalled by the increasing number of major events such as the earthquake in China and Japan, Katrina hurricane in the United States, flooding in Florida and tsunami in many countries in Southeast Asia such as Indonesia, Thailand and Malaysia in which involved huge number of deaths. This is actually, what we called a disaster. In fact, disaster actually not only covers catastrophic natural disasters but also includes industrial, accidents and so forth. Among all the countries in the world, Malaysia also facing disaster such as floods in Kelantan and Johor, haze in Kuala Lumpur as well as landslides in Bukit Antarabangsa as compared to other disasters like eruptions, earthquakes and typhoons in which occurred in neighbouring countries because of its geographical position. Natural disaster had also occurred such as tsunami in which people can recall the event in 26 December 2004, but it is not worsening as other countries. According to World Health Organization, disaster is “a disaster is an occurrence disrupting the normal conditions of existence and causing a level of suffering that exceeds the capacity of adjustment of the affected community”.1 Meanwhile, National Security Council of Malaysia in the in NSC Directive No. 20 had defined disaster as, “…an incident that occurs in a sudden manner, complex in nature, resulting in the loss of lives, damages to property or the environment as well as affecting the daily activities of
