When discussing project management you must understand the concept of what a project is. A project is something that is not currently in the organization, whether it is something new or something that will improve an existing thing. An example would be a new software package that will eliminate the hand inventory process or a software that will help improve the already existing software package of keeping inventory. Now, project management is the person who has the necessary skills to complete that project. Projects can be determined a success or failure on how well the project manager did their job. The orbiter should act as a relay station for five years, assist in data transmission to and from the Mars Polar Lander, provide detailed information about the atmospheric temperature, dust, water vapor, and clouds on Mars, and finally provide valuable information about the amount of carbon dioxide in Mars. The cost of this project was estimated at $327 million with a time of over a 10 year span. There were noted a number of issues into the failure of this project to include inadequate consideration of the entire mission and its post-launch operation, communications and training within the project had been inconsistent, and there was no complete end-to-end verification of navigation software and related computer models. Along with these issues there was the project management itself. If the project management and team are not competent or has a lack of motivation and training to manage, then there could be issues within the goals and success of a team to complete a project. There must be motivation on all levels for success. In this case NASA had significant infrastructure processes, procedures and guidelines in place to enable the project management, but due to some politics between the different teams a fix for a conversion error which commands the spacecraft was never developed.
