One popular training exercise conducted by police departments is called shoot or don't shoot(Philips, 2016). A good example of this would be the Denver police department's new high tech 300 degree screen digital simulation(Philips, 2016). The officers get to partake in several different scenarios such as a school shooting or even a suicidal man holding a baby standing on a bridge(Philips, 2016). The new technology is simply a new way a training the departments officers to handle and care for unexpected situations that could go wrong any minute(Philips, 2016). The Denver police chief Robert White even talks about how it's not just about “shoot situations” but also “don't shoot situations.”(Philips, 2016).
The victim was taken into the Hospital for medical treatment and was pronounced deceased by Medical Staff. The victim sustained what appeared to be multiple gunshot wounds. The vehicle had multiple bullet holes in the passenger side of the vehicle. The vehicle was towed to the Fayetteville Police Department to be processed.

The topic of my thesis is on a problem that we have in our nation, active shooter incidents, the frequency of occurrence and how can we survive. Does anyone remember a time when we didn’t have to worry if our children were safe in their schools, or when we could go to a mall or movies without wondering if this was the day an active shooter was coming? Active shooters have steadily grown into a prominent problem within the United States and abroad. The Federal Bureau of Investigation defines an active shooter as an individual or individuals actively engaged in the killing are attempting to kill people in a confined and populated area ("Active Shooter Resources", 2018).
Teaching at a typical small town school in rural America one day, shots ring out. Active shooter drills come to mind, but what do we do, where do we go, how many students are present? Panic sets in. Thoughts of hiding, running, calling out for help and screaming all flash across the forefront of the mind when a person can be seen walking down the hall with a large gun in hand. No one ever thinks it could happen in a town, school, or church like ours but when the act is committed everyone feels the betrayal. Although schools from elementary to universities have adopted drills for active shooters and have routes with plans drawn up we never know how we will truly react until the time comes. Armed guards stand at the ready at most entryway doors but they are only one person and can not be everywhere always. In a recent study of active shooters for the Federal Bureau of Investigations, J.Pete Blair and Katherine W. Schweit have said, “The second most common incident locations were in educational environments…and the study results established that …these incidents involved some of the highest casualty numbers” (20). Crime is always a threat to education and defending our students nationwide should be a priority. The trouble begins with the fact that the school shootings are becoming more regular. Allowing teachers to be armed gives administration, faculty and students a more successful chance at survival against an active shooter in our education systems.

Over the past three years there has been a conflict with the use of force not just by police but with citizens as well. Recent events such as the shooting of Trayvon Martin by George Zimmerman in 2012 and the killing of Mike Brown by a Ferguson police officer just recently in August of 2014 has raised eyebrows about the use of force. Clearly there is a misunderstanding of the concept of when and when not to use force especially when it is the use of deadly force. The training that is given as well as the understanding of use of force is outdated. The federal government should implement excessive use of force training for all law enforcement agencies in the U.S.
The present study used qualitative research methods to synthesize empirical findings of how gun control laws in each of the 50 states in the United States are alike or different. The study was also interested in determining whether local and state gun regulations have much in common with federal laws and are similar across the states. The study hypothesized that gun control regulations at the state level do not greatly differ from federal legislation. The theory used in this study will center on if law enforcement agencies regularly train and practice non-lethal means will have lower cases of excessive force within their organization. Law enforcement officers are authorized to use force when necessary, but when the level of force is excessive, however, the actions of the police come under scrutiny. The resulting effects can include; public outrage, scandal, negative reputation for not only the officer but the law enforcement community.
During this day and age, police shootings have been occurring more than they should. Police officers here in the US typically receive training for about 19-21 weeks, and in the UK, training can be held for up to three years-- people are also seven times less likely to be shot by a police officer in the UK than in the US. That right there shows that our law enforcement should expand to more extensive training periods. With all of the recent incidents that have come about, the law enforcement and the public is starting to question whether the US’ ability to properly train our public safety units is being maintained correctly. With good cops come bad cops, with bad cops come tragedies, and with tragedies come new and more proper/modern training techniques.
