Stage 3 is referred to as preparation which is characterized by some experience with change, planning to act within a month. Behaviors of this stage are increased awareness and recognizing a need for change (Sare & Ogilvie 2010). With continued awareness of the preventable deaths that EHR can decreased hospitals were opening the eyes to the need for this change. Additionally, to speed up the implementation of EHRs the government threated health systems that they would suffer monetary losses.
