In this statement, the speaker would act as a lecturer or a teacher informing the audience about the harmfulness of e-cigarettes. I would then rewrite this statement as a question of policy. For example, should individuals test for cancer every three months to see if they are at risk for cancer due to using e-cigarettes? The second statement, “to persuade my audience that a national sales tax should be adopted to help reduce the national debt”, would be a question of policy. Reason being is because it uses the word should within the statement. I would then rewrite the statement as “national sales tax should be adopted to help reduce the national debt because the nation owes other countries funds”.
