4. Effects of Policy on Client Populations from Diverse Backgrounds
A. The client characteristics of the population served by Head Start consists of mostly Hispanics and African Americans (C. Garrett, personal communication, September 9, 2015). Majority of the families served are low-income. There is also a large number of single-parent homes (C. Garrett, personal communication, September 9, 2015). The population served by Head Start are considered a vulnerable population based on economic and social disadvantages (C. Garrett, personal communication, September 9, 2015).

The change that should be made to this policy is to expanded services to those above the poverty guideline, so that more families could be eligible for the program (C. 5. How Social Workers Influence Social Policy
A. Social workers have the responsibility of advocating for their clients (C. Garrett, personal communication, September 9, 2015). Whether it’s petitioning congress on matters that effect vulnerable populations (C. Garrett, personal communication, September 9, 2015). Such as cutting funding for the federal SNAP Benefit program (C. Garrett, personal communication, September 9, 2015). This directly affects a social worker’s ability to get resources to clients. Specifically, within the Head Start program a social worker can petition to have the poverty guidelines raised (C. Garrett, personal communication, September 9, 2015).

Methods and strategies social workers use to influence policy include being active members of the National Association of Social Workers, advocating for social justice, and petitioning laws that have unintended consequences for the poor (C.
