Review of Literature In this section, I will review the effects of the Affordable Care Act (PPACA) and discuss its expansion of health care access for different races and classes. Established in 2010, PPACA is a federal statute that determines the health care conditions of Americans. The requirements of PPACA are important to understand because they directly affect the health care access of millions of Americans. This literature overview will provide an insight on the effect of PPACA regulations on health care accessibility, in addition to clarifying the contrasts in health care access experienced by different races and classes.

PPACA made health insurance coverage available for people who would be uninsured otherwise due to affordability issues or pre-existing conditions (The National Cancer Institute, 2013). Many people are seriously ill when they seek treatment because they lacked enough money in their insurance for treatment (Bush, 2015). Although people have reported general satisfaction with their health plans under PPACA, a Kaiser Family Foundation (KFF) survey has revealed that affordability is a concern for those who buy their own health insurance. 46% of those with both ACA-compliant and noncompliant plans reported it was “very” or “somewhat” difficult for them to afford their monthly health insurance premium (Medical Economics, 2015). Cost of care has been a longstanding barrier to care for minority groups. The survey did not find an improvement in Blacks and Asians skipping care due to cost concerns. (Pallarito, 2015). PPACA positively affected Hispanic adults. Only 34% of Hispanic adults were uninsured in 2014, signalling an increase in health care access from 41% in 2013. However, despite the increase, Hispanic adults still experience more difficulty accessing care than non-Hispanics.
