The APM (association for project management) defines project management as “the most efficient way of introducing a change” achieved by 1.) Defining what has to be accomplished in terms of time, cost and various technical quality performance parameters. 2.) Developing a plan to achieve these and then working the plan, ensuring that progress is maintained in line with these objectives. 3.) Using appropriate project management techniques and tools to plan, monitor and maintain progress. 4.) Employing skilled people in project management including a project manager as the single point of responsibility for introducing a change and accountable for its successful accomplishment. The construction industry is the largest industry on earth. It will be more of any service than a manufacturing industry. Growth of this industry in reality is the indicator with the economic conditions of any country.

Table 4.1 shows the number of questionnaires distributed to and retrieved from the selected contractors. Copies of the questionnaire were distributed to some of the professionals who in full capacity are engaged in one form of construction project or the other. The reason for this was to get a direct feedback as pertaining to the accomplishment of the set objectives outlined in this research. At the end of the exercise, 25 out of 30 Civil engineers (representing 83.3%), 6 out of 6 Architects, and 14 out of 14 Builders filled and returned the questionnaire. In total, 90.0% of the total questionnaire distributed where retrieved and this was accomplished by the personal efforts of the researcher.

The current state consists of fragmented processes, which is the source of all productivity issues and inefficiency in the construction industry. The future state should be “project focused” rather than “process focused”. To achieve this desired future state it is essential that these processes are transformed to a more integrated approach. There should be better collaboration between the different stakeholders in the industry such as architects, builders, owners and regulatory agencies that issues permits. In the current, traditional system of project delivery, the relationship between these involved parties are adversarial. This can lead to the project being marred with schedule delays, budget overruns, poor quality, and disputes and litigations between the parties involved, as they play the “blame game” refusing to take liability or responsibility for the different processes. The desired future state can be reached through incorporating the more collaborative delivery methods that are gaining popularity, like Design Build and Integrated Project Delivery. These systems are based on information and risk sharing. IPD especially has a potential to incorporate Lean Construction practices and Target Value Design in the process. The alliance of the owner, builder, design professional and other specialty consultants for the project, can communicate effectively with each other on a common platform of knowledge sharing. Various employment opportunities available to the parties involved in the construction -based business can also help economic growth. In the next 30 years, the construction industry in Malaysia will continue to increase due to the increasing demand for transport, education, housing, water supply and others. This is assumed by the Construction Industry Board Malaysia (CIDB) for construction sector rising nowadays.
In construction projects, mostly the firms (in this case the firms become client) do not have the skills or develop skills inside the firms to undertake the projects due to amount of the projects should be conducted or the complexity of the projects (Reve and Levitt, 1984). Therefore, the economic decision to conduct the projects is to procure them to third parties. However, more commonly the client agonize the final quality of the projects will meet standard requirements. Thus, impacts to involvement of complex contracts of construction procurement.
