How to Apply the Evaluation Models
“The evaluation of a proposed technology must be very careful, considering and identifying all the factors that will affect the whole organization” (Bakouros, 2000, p.3). In the context of learning technology, program evaluations usually concern the educational value of innovations, or the pragmatics of introducing novel teaching techniques and resources Oliver (2000).
This section will briefly discuss how to apply each type of the formentioned evaluation models in evaluating the use of web-based resources by small groups formed in a grade 10 social studies class. The survey question will include: What did you think about using the web-based resources? Did you feel using the web-based resources is useful for improving your communication competence? What individual components were valuable to you? (2) measures of learning attributed to the program: conduct tests on students' communication competence before and after the use the web-based resources, compare the results to assess what students learned during the program. (3) changes in learner behavior in the context for which they are being trained: interview the teacher about the students' communication competence, survey the students about their communication competence. Repeat the evaluation several times during and after the use of web-based resources. There are many forms of both formal and informal assessment tools and approaches that help teachers evaluate the language development and the progress performance of their students. Assessment approaches are the way teachers assess their students and assessment tools referred to the instruments that utilize to measure each method. Some of those tools includes: Tests, quizzes, projects, classroom performances, tasks, observations, portfolios and standardize tests. Tests and quizzes are given periodically to ensure students comprehend the subject contents. Performance tasks and projects are used to measure students’ accumulated skills and knowledge in problem-solving and critical thinking whereas observations and portfolios are evidences to show students performance and achievement over the period of time. Each of these forms of assessment is very effective when utilized and conducted at an appropriate time.

During web based instructional design (WBID) and development, formative evaluation will occur from school experts including the schools technology manager, assistant principal of curriculum, and the business department chair. They will review the materials presented in the WBI (web based instruction) elements for design, content, graphics, structure, message, and technical specifications. Formative of the final WBI prototype will take place as a small group of students (one section) field test the WBI over a term. Test and assignment scores, student participation, surveys, and discussions with students will assist with determining the relative successes and failures of the program as well as areas that need improvement.
This research plan is important as we are seeing an increased interest in the program, but before we can enroll additional students, we need to see if this program is making a difference in the completion rate.
