In America it is stated that 1 in every 84 children live in foster care circumstances via "Statistics on Foster Care". There is a numerous amount of contrasting children from various backgrounds and ages living within these special housing homes, and many are repeatedly in and out from unstable circumstances. As children grow and mature into the new faces of the world, they face many obstacles and tribulations that will alter their lives. Living in fostering homes is a substantial example and the effects of living in these institutions can truly be great.

In the United States 21% of all children are living below the federal poverty line. 2.9 million cases of child abuse and neglect are reported every year in the United States. 428,000 children are in the foster care system, and 107,918 foster children are waiting to be adopted. The foster care system is temporary out of home care for neglected, abused and impoverish children under 18. While the foster care system has all positive ideas, they fall short in providing certain needs for these children. Kids not only in America but all over the world that are living in poverty, are abused, neglected, and have an unstable home life. Nobody wants to live a life like that, especially not a child. They don’t know how to support themselves on their own, they need a family and a guardian that will take care of them, support, and love them.

Similar to other countries, Canada implemented a foster care system. As defined by Merriam-Webster, foster care is “a situation in which for a period of time a child lives with and is cared for by people who are not the child's parents”. Children can be placed in the foster system for numerous reasons, but their placement can be caused by the parent(s) or child (Craft). Yet Canada’s foster system doesn’t measure up to the number of children placed into the system. As a developing country, Canada’s foster care system is flawed and needs policies put in place to help fix it.

In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.

Foster care is a system by which children, for many contributing reasons are placed under the supervision of a foster parent in a group or private home. A child could be enlisted within the foster care system due to the lack of ability their parents have to take care of and provide for them or on the other hand, they may be orphaned. Canadian foster systems have seen a rise of children admitted into the program within the last few years. The number of children in foster care in Canada tends to be higher than our neighbouring countries. The Foster Care Statistics in Canada by the Quinte Children’s Homes (2017) stated,

There can be cultural, ethical, and legal concerns associated with this theory are somewhat intertwined. The possible assumption that if a child is born poor, of ethnic minority, raised in a violent setting, and neglected by parents – foster care placement may lead to disruption within the child’s chronosystem. This can lead to attachment issues related to trauma, increased fight or flight reactions that may lead to legal issues, academic challenges, and poor social skills. There is a possible ripple effect from life events and socioeconomic status that could lead to changes with behavior in association with the child’s environment. The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.

Foster care is something that 400,000 children in the United States, go through. I have personally been through this myself. To improve foster care for children, I have created a website along with an app. The name of both the website and app is Foster To Success. Foster To Success will especially be useful for foster youth, social workers, potential adopters, foster parents, and any additional people, who work with foster youth. But it can also be useful if you are going through a hard time. The app is free and available on iOS devices at the App Store, and on Andriod devices on GooglePlay. If you would like additional features the cost is ninety nine cents. I believe this will help improve foster care and help make it an easier transition for the children.

One of this disadvantages of foster care, is there is an instability in the system. At times social workers are unaware that the placement of the child was ruled in court for the return of the child to their parents. Another disadvantage is that the transitory environment of the foster placements has been a problematic component in the child welfare system (Crosson-Tower, 2014, p. 316). Some children already experience attachment issues prior to removal from their home. These issues will further advance and creating more problems with the child. Since foster care is a temporary environment for the child, children may adjust to this temporary placement only to be removed and either return home or be placed with another temporary family. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems.
