Wiscasset selectmen vote to file a petition requiring MDOT to comply with town ordinances

The Wiscasset Board of Selectmen voted in a 3-2 vote to authorize the town manager to retain legal counsel who will file a petition to the Maine Superior Court on behalf of the town Tuesday, Nov. 7. The petition will require the Maine Department of Transportation to comply with all applicable town ordinances before beginning work on any demolition or construction relating to the department’s traffic project, including the demolition of the Haggett's Garage and the elimination of downtown parking.

Sheepscot Regional Education Program
Wiscasset Police Chief Jeffrey Lange spoke to the selectmen about the Sheepscot Regional Education project that will be implemented at Wiscasset Middle High School. The project will provide special education services for students in grades through 6-`12, through the age of 20 who need behavioral support.
The program is funded by $518,000 grant from the Maine Department of Education. The agreement between the Wiscasset School Department, the Central Lincoln County School System, the Rocky Channels School System, RSU 1, and the Sheepscot Valley Regional School Unit is for three years.
Lange said he was concerned about the program involving verbally abusive and possible irrational behavior students that may come to the school. He said he spoke with Wiscasset School Department Superintendent Heather Wilmot who told him that security has not been included in the plan.
Lange said he requested all paperwork associated with this program to conduct a study about other schools that currently have this program and determine what staffing would be needed based on possible issues they have encountered.
Although the student population is declining over the past year the calls for the school resource officer has increased due to the present population of irrational juveniles and other incidents, Lange said.

The issue that causes the most tension at Westside Consolidated School District No. 5 is the school shooting. Many families moved out of the school district as a result and the district has not recovered fully from the departure of those business leaders and students. The projected growth is another community issue that is causing tension. The state of the district buildings and amenities is not on the level of our former rival Valley View nor our current rival Brookland and the district has few options to build new buildings, retain teachers, and offer new class curriculums for the student
The termination comes as the school system deals with not only budgetary problems, but also declining enrollment. More than 700 less students are enrolled in county schools this academic year compared to last.
The school has allowed an undisclosed number of certified teachers to carry handguns. The school has also begun to use several other methods to protect students including keyless locks, a camera system, and classroom phones. In the eyes of most people these defenses would be seen as enough, however, superintendent David Thweatt disagrees. Thweatt believes his school can never be secure enough. His wife works at the school and his children are students, he stated that he feels more secure knowing his family is protect by trained teachers. The run/fight and lockdown drills would not work in some situations, when gunmen come into the school or try to break in. Woodlynde needs a security guard to protect the children and teachers while they try to run away from school or hide inside the rooms. Every time I hear this song it makes me long to leave all of my responsibilities and head off to the city of dreams. A trip to New York has been a dream of mine since I was a little girl. I have always wanted to visit the place of tall buildings, history, and where culture is intertwined with its people. I have wanted to live the fast pace life of a New Yorker, where I could stand outside and see, smell, and taste all of the experiences that this city has to offer. I have been building and building this ideal image in my mind for so long. If I ever get to New York, will I be disappointed by the city that never sleeps? The rule of law is a difficult concept to grasp and proves elusive to substantive definition. However, the following work considers the attempts of various social and legal theorists to define the concept and pertinent authorities are considered. Attitudes and emphasis as to the exact shape, form and content of the rule of law differ quite widely depending on the socio-political perspective and views of respective commentators (Slapper and Kelly, 2009, p16), although there are common themes that are almost universally adopted. The conclusions to this work endeavour to consolidate thinking on the rule of law in order to address the question posed in the title, which is at first sight a deceptively simple one.
