Special Education A. The six key components are as follows: 1. Zero Reject/FAPE: This says that all children ages 6-17, no matter what their physical/mental ability, are guaranteed the right to a free public education. 2. Nondiscriminatory Identification and Evaluation: This was put into place so that a child could not be placed into special education because of things such as a language barrier. Because of this component, for example, a child would not be assessed in English if their primary language was Arabic. 3. Individualized Education Program (IEP): This says that every student must be given a customized plan for their education. During this time, it will be discussed whether or not this is an on-going thing, or if it can be resolved easily. Next, comes the pre-referral. Pre-referral intervention is to identify, develop, and implement alternative education strategies for students who have recognized problems in the classroom before the student is referred to special education. Then there is the actual referral to special education. This can be initiated by anyone involved in the child’s education. However, once there is a referral, nothing can be done without a parent or legal guardian’s consent to begin the special education evaluation. Then comes the official evaluation. The school district is required to complete the evaluation within 60 days of the referral date. The evaluation is to be conducted by a multidisciplinary team that will consist of individuals who can bring different perspectives and expertise to the evaluation. Most times the child is assed in intelligence, achievement, behavior, disability-specific issues, and medical needs. There are different tests that are given to assess a child. There are developmental assessments, screening tests, individual intelligence tests, individual academic achievement tests, adaptive behavior tests, curriculum based tests, and end-of-grade tests, just to name a few.
