Program Outcome Rationale The discipline referral process is related to Outcome 5 – Social, Political, and Legal Leadership in different ways. Firstly, there is a need to uphold state, federal and local laws as well as statutory requirements that support the well-being of children. The process of having a referral system puts in place a check and balance practice which prevents children from being unfairly treated. Children are affected by their environment and so this may cause them to act out. The referral system, therefore, encourages the act of not only treating children with respect but also encourages deeper examination to find out issues that are affecting them. If administration knows the issues that are affecting the children then solutions can also be found. Further, the referral system is a way to collect and use data to provide a safe learning environment. When students with disruptive behaviors are referred early then administration can use this data to plan appropriate interventions and monitor these children so they can obtain maximum benefit from the teaching/learning environment. The referral data can also serve as an instrument that evaluates the success of this intervention plan. As a result, the referral system data can be used to reform school policies – a school wide intervention - thus creating a school environment which not only caters to academic needs but also to the social and emotional well-being of the population that it serves.
