The service delivery of water in Zimbabwe has been declining since 2005 when Zimbabwe National Water Authority (ZINWA) took over the mandate from Harare City Council. The water supply was mandated by urban councils up to 2005 when the 1998 Water Act was implemented. The peak of the water delivery service deterioration was manifested in a cholera epidemic which gripped many parts of the country with 191,164 reported cases and 4,047 reported deaths, since 15 August 2008 - March2009.The main causes of the outbreak being lack of water to flush toilets, lack of clean water supply to drink and bursting sewerage pipes. The most affected areas where the high densities where the water was culminated into cholera epidemic. The hotspots being the western areas, mainly Budiriro high density suburb. Residents adopted various coping strategies notably the use of ground water which according to the Water Act is illegal in high density areas. To solve this problem the government with the assistance of donor community sunk boreholes in Budiriro and most high density areas to augment erratic supplies through the existing water network for domestic water supply purposes. Nearly every day the number of casualties increased and was reported in both state and private media. The results or findings of this research should contribute some knowledge to some theories on urban water supply and sanitation. Data
