On 04/02/2018, approximately 1545 hours CSW Anderson arrived at JEFFERSON COUNTY JUVENILE DETENTION CENTER IN MISSOURI and met with a male teen later identified as the child, Eyan R. Isoline who is 16-10 months old and a junior at Fox High School in Arnold, MO. Eyan claimed that he was living with his mother, Carroll Smith and his half-younger brother, Jaxx Smith in Illinois circa summer of 2017 [Eyan indicated Jaxx is autistic]. Eyan specified that he and his mother do not get along “we just argue a lot” where Eyan subsequently moved to Arnold, MO and live with his maternal grandparents, Michael and Sarah Smith as of to date (the Smiths has POA). Eyan particularized Jaxx’s father is John Smith who was once married to Eyan mother [ex-stepdad of Eyan]. Eyan dialogued that his bio-father is not in the picture and he did not see his father for almost 12 years until Eyan saw his father for the first time but that was a year ago. A petition attached to the home study request dated May 20, 2015 indicated that the mother, Amanda Chamberlain was originally investigated on February 20, 2015 for neglectful supervision, physical abuse, and physical neglect. The child being placed, Izaiah Chamberlain was found to have four belt marks on his body. Izaiah indicated that one of his mother’s roommates hit him when he could not find a pencil to complete his homework. The mother was later arrested for drug and weapon charges. Jadira first came to the attention of Richmond City Child Protective Services when it was reported by an in-home agency that her 6 year old daughter was the victim of severe mental abuse because she is biracial. Jadira’s second referral to Richmond City Child Protective Services was due to a domestic dispute between her and her now 6 month old daughter’s father. On June 20, 2014, the Department obtained emergency custody through C&P of Ryan due to neglect by mother Heather Martin. Mother was arrested by Burlington Police on 6/16/14 for larceny; shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham. The family was placed in a hotel through Department of Transitional Assistance. It was against the hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone in the room for five days. This was deemed concerning for the two children to not have an appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's whereabouts were unknown to the Department. Family members were contacted that could possibly take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll Clinton were unable to do so for various reasons. Given that there were no family members to take Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available. On 6/23/14 Ryan and his sister were placed in a kinship home of a family friend.
PER REPORTER: Max stated that he was in DHS custody in Calhoun County. He said his mother is paralyzed. He doesn't live with his mother or father. He lives with his brother. Max is threatening to harm himself. He said he thought it was better to end it all and best for his life to be over. The brother was contacted; he is on the way to get him. Max said he felt sick this morning. He called his brother and a friend, no one could come get him. He said he started feeling worse. He came in the office to sit down and said he would be better off ending his life. He talked about his home life and it's so bad. He said no one takes care of him and no one cares for him. He doesn't know how he will get to or from school day to day. He lives out the district.
Background checks were completed for Daniel Abbott and Elizabeth Ruyle. Daniel Abbott was negative for CANTS (12/8/2015). FBI (12/8/2015) and Illinois State Police (12/8/2015) were positive. Mr. Abbot was arrested on 08/05/2001 for driving under the influence of alochol. He was charged with a DUI. He plead guilty, paid the fines, and attended six classes. Mr. Abbott was clear with records for his fostercare license under his name. Mr. Abbot no longer drinks. Inquiries into the National Sex Offender Registry (1/22/2016) and the Illinois Sex Offender Registry on (1/21/2015) revealed no offenses for Daniel Abbot. A report was received on 06/05/2017 alleging that the mother (Hermionne) left Ashante (C-V 17) with a non-relative since 02/2017 without any legal rights. According to the report, the mother refuses to take her child back home and will not engage with Ms. Aarons (caretaker) to provide legal documentation for the child to be enroll in school and taken to a Primary Care Physician. Ashante has not been is school for the past 4 months and are unable to enroll in school without paperwork. According to the report, Ashante self mutilates her arms, and the mother refuses to get counseling. The report indicates Ashante was to follow-up with a Cardiologist for a chest pain and the mother refuses to take her to the doctor.
EREPORT # 19021 stated the following: The incident happened last night, 2/8/2016. Destiny's mother has "taken off" as evidenced by empty drawers and closets. Destiny stayed home alone all night by herself. The concern is that Destiny is not supposed to be alone with her dad, per DHS. Dad never came home last night, but the concern is 1) dad comes home and she is alone with him or 2) dad doesn't come home and she is alone again by herself all night. John filed the reporter to DCS in Shelby County on 8-27-15, but the reporter received it on 8-28-15. John states the parents are incarcerated. It was unknown when they got incarcerated, or the reason, per the reporter. John may have been called at the time to get the child, but he did not know if would be for a long time. Jamita said this morning she received a call from Shavon Sykes a counselor at Warren Yazoo Mental Health regarding Ayanna. Jamita said Shavon told her, she saw her client referring to Ayanna on the corner of Washington and Lee Street surrounded by police. Jamita said she then left her office to go and check on the child because she knew she had been having some issues at home. Tara Jones is a sixteen year old African American Baptist who lives in Alberdence County. She attends school and is considered a sophomore. She has two siblings, and older brother (Dan Jones), and a younger brother (Theo Jones). Tara does not know where her father is located, and has not been in contacted with his since she was five years old. Tara’s mother’s name is Sharon Jones and Tara has lived with her and her two brothers up until she was eleven years old. Tara considers her mother’s neighborhood as the “projects” and she worried about gang violence while living there. At the moment, Tara denies any consumption of alcohol or drugs when she ran away, she also denies any suicidal ideation. Tara left her mother’s home because she was forced to; because her mother did not believe her that she was being sexually abused by her older brother Dan. Tara resided with her Aunt Sally after leaving her mother’s home. Tara reported that the sexual abuse had occurred for three years, and her mother denies any of the sexual abuse to happen and told Tara to leave the home. Tara ran away from her aunt’s home when she was thirteen years old. She then became award of the state and was placed into a foster home. She ran away from this foster home and was placed into a second home that she also ran away from. She was placed at her last foster home where she lived for six months with Ms. Boot, before she ran away with her boyfriend.
Ashley Smith was born in Moncton, New Brunswick, and adopted when she was just a little girl. However, at the age of 13, she became very troubled and rebellious, constantly receiving suspensions at school for her impulsive behaviour, which even landed her in youth court several times. At age 15, Smith was convicted and sentenced to one-month incarceration at New Brunswick Youth Centre for throwing crab-apples at a postal worker. Within a few weeks of her sentence, Smith became aggressive towards the correctional staff and repeatedly destroyed her segregation cell. Her behavioral issues didn’t stop there, for instance, at times she threw urine and faecal matter at the guards. Due to Smith’s resistance, self-injurious behavior, and aggression towards the correctional guards, she accumulated several institutional infractions, which added 6-years to her original sentence of a month (DiManno 2012).
