My unit is the A detail or shift. I am currently the sergeant of the detail and have held this position for 10 years. Next in the chain of command is the corporal of the shift. He is responsible for assisting me with the day to day operations of the shift including scheduling time off, evaluating officer, and participating in the disciplining of officers as needed. In my absence, the corporal is responsible for running the shift. There are eight other patrol officers assigned to A detail for a total of ten including myself. Of these eight officers, two are also classified as a Field Training Officer (FTO). They have the responsibility of training new officers in the department.
For my detail most of the time is spent on patrol functions.

One specific program is Rachel’s Challenge. This is a program started by the parents of a child killed in the Columbine school shooting. The program seeks to ensure a safe learning environment for students and to improve their learning. This program is taught in the schools located inside the city. While a worthwhile program, it is not seen as having any effect on crime by officers in the department. This program’s goal is to reduce the lure of gangs for young children. While the program has been shown to be effective in studies, it is not viewed as well by officer at LPD. I do not believe this program is effective in the way that the department administers it. The program is designed to be taught in small classes, but the department and the school system put together classes of over sixty children. The program is viewed negatively by most patrol officer because the instructor is a patrol officer and is away from the shift for over 5 hours. The other officer are forced to do their job and carry the load of the officer that is busy teaching the program.
The department instituted a crime mapping program two years ago. It was short lived and never instituted properly. The only thing that was instituted was a visible map of crime within the city with no analysis of the data. Part of the problem was the chief’s view that crime mapping consisted only of a simple map of crime. This program could have possibly had an effect on crime and the number of crimes solved had it been instituted
Results from Chicago’s Project Safe Neighborhoods showed a 37 percent decrease each month in homicide cases. Before Project Safe Neighborhoods was created the homicide rate was up to 60 percent. Not only did Chicago see a difference in homicide rates, but, those who attended the small community programs were 30 percent less likely to return to prison. Research done through a survey with a 150 offenders showed that the small programs made a positive impact on showing a good relationship between the police and offenders. The
I do not expect to see the same results, this experiment was conducted in the 70’s it was a different time. I think that police chief’s like Chief Mangan in Spokane Washington has shown proof that in today’s society, the police department must have a program that serves the community by both the community and the police working together through community involvement programs that include officer outreach. Chief Mangan proved that by bringing the police department and the community closer together working with the community they could solve problem and issues throughout the community, he could reduce crime, earn and maintain the respect of the community and his officers (Cordner 2016).
This program is a hands on learning environment that invites kids to see what is like to be a part of the law enforcement while still using the traditional classroom setting as well. Deputies teach students how to deal with situations using what was learned in class about laws and how to execute them properly. Because of all the various hate crimes and racial disputes going on, I feel that knowing the law no matter who you are became an essential part of life, thus making this a great program for young kids to be a part of. The good news is that towards this program an underlying of more programs have initiated to motivate the community. For example, not only CAPS but other departments are opening neighborhood substations to measure the effectiveness of community satisfaction. Within those programs, there’s the innovation of organizing meetings and crime prevention seminars that motivates everyone positively. How did the Kansas City Patrol Study affect routine patrol all across the nation? It affected routine patrol in the fact that It made officers realize that traditional routine patrol in marked police cars did not appear to affect the level of crime. Nor did it affect the public’s feeling of security. The experiment demonstrated that urban police departments can successfully test patrol deployment strategies, and that they can manipulate patrol resources without jeopardizing public safety.
Over the last several years, most police departments have been facing numerous financial challenges. The main reason is law enforcement agencies are expected to do more with less and the stagnant economy. The combination of these factors has been placing pressure on many departments to begin imposing budget cuts. Evidence of this can be seen with a survey that was conducted by the University of North Carolina. They found that 67% of police departments made some kind of budget cuts for 2011. The most severe reductions were occurring in large police departments such as Los Angeles, Atlanta and Detroit. (Delfem, 2011, pp. 199 - 205) This is illustrating one of the most pressing issues affecting a wide variety of police departments across the country. To fully understand what is happening requires: examining the situation, how they are able to interact with other agencies (i.e. state / federal) and recommending the way this relationship can be improved. Together, these elements will offer specific insights about how police departments can effectively address this problem.
Examining the crime rates following the ‘New York miracle’ certainly lend credibility to the effectiveness of ZTP. Gibbons (1996) noted that burglaries decreased 24%, robberies 32% and motor crime 40% in the two years following April 1994. The overall crime rate was reduced by 37%, with decreases in homicide and violent crime of 51% and 38% respectively (Bratton, 1997). Advocates of ZTP attribute these reductions in crime rates to the use of a proactive and intensive policing approach, situational crime control, rapid analysis of information and heightened efficiency & accountability (Bratton & Knobler, 1998, Bintcliffe, 2014).
One program that has become widely used is Gang Resistance Education And Training (G.R.E.A.T.). In 1991 the Phoenix PD along with local educators and community leaders, implemented a school-based, gang prevention pilot program. With the hope to reduce gang activity and teach skills to students in order for them to resist the pressures of gangs.
There have been several studies conducted on problem oriented policing which provide evidence that this method produces positive results. One example is the Jersey City Drug Market Analysis Experiment. In this experiment, Vice Police Officers were assigned to target areas (the variable) and control areas of high drug activity. Arrests were made in these areas and a follow-up was done with the landlords, local government regulatory agencies, and site-specific enforcement was recommended. After a week of follow up and monitoring the areas, the target area had a reduction in criminal activity, and it was found that this area fared better in reference to crime and deviant behavior compared to the control group (Weisburb et al., 2010).
This is where police are invited to read to children. A police officer receives the opportunity to communicate with the youth and show a positive interaction at an early age. People need to see police in drug infested communities more often and not only when the violence is occurring. Also I believe that Police of all backgrounds have to be familiar with all areas of the city. There should be a shift in schedules and districts.

There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
During my first two and a half of years at Miguel Contreras High School, I participated in the Los Angeles Police Department Cadets youth program. My involvement in the eight week training academy helped me learn how to face difficult gang and drug related situations, improve my team building skills, and express my ideas better. I was able to develop my confidence by sharing ideas with my peers and figuring out different methods on how to capture the attention of our targeted audience. There are several positive and successful programs that are put in place in which involves the help and deterrence of youth from engaging into gangs. Such task of helping out the youth and future generations takes time and commitment. Possible solutions of getting involved in helping the youth that are in the gangs to get them off the streets are implementing the same gang model that they already know in which involves the commitment of one to another as members of a close-knitted family but without the drugs and violence.
