Over 8.2 million seniors over the age 60 face the threat of food insecurity, up 78% from a decade ago affecting one in seven seniors. The rise in food insecurity is primarily seen among senior Americans with income less than $30,000 or one to two times the poverty level. Younger seniors between the ages 60-69 are becoming more likely to become food insecure than older adults, due to early retirements and not being able to rely on Social Security or Medicare until they reach 65. Administered by the USDA, the goal of the program is to alleviate hunger and malnutrition for low-income families, adults and seniors. The program is considered one of the largest and most successful solutions in decreasing food insecurity among senior Americans. The USDA pay 100% of all SNAP/Food Stamp benefits to the states that share the administration cost with the federal government. Congress reauthorizes the SNAP program every five years as part of the Farm Bill, the reauthorization determines who is eligible and addresses benefit levels and program accessibility (Fox, Hamilton, & Lin, 2011, p. 30-33). The USDA has implemented a program to create incentive for low-income seniors to purchase more fresh fruits and vegetables using food stamp. The USDA and other state agencies, businesses, nonprofits and the AARP to draw in low-income seniors to eat healthy foods, have supported the program. The program gives increases the number of establishment that accepts food stamp payment by giving dollar for dollar matches for food purchased by eligible seniors. Food stamps are an important component of low-income families’ monthly resources, increasing the chances that families are able to meet basic needs (Ratcliffe, McKernan & Finegold, 2008). This form of food relief dates back to the Great Depression when many Americans lost their jobs and did not have money to feed their families. People were starving while farmers produced abundant crop that could not be sold due to a lack of consumers with buying power (Dorsch, 2013). The Federal Surplus Relief Corporation which was a part of the Agricultural Adjustment Act, bought basic farm goods at low prices and distributed the among hunger relief agencies in different states and local communities (Congressional Digest, 2013).
Food Stamp is a government-funded program in the United States. This is a program that helps people buy food for their families; in other words, it is a very important program to families living in poverty. It is the nation’s most important program in the fight against hunger. This program was developed in the 1960’s; it is made to improve the nutrition level and food purchasing power of people with low-income. This program is offered to people who cannot afford to buy groceries for their families, regardless of age, color, sex or religion. Food Stamps can only be used to buy food items not hygiene or household items, and it’s offered only on a monthly basis.
The federal food stamp program (SNAP), makes up the largest portion of the budget for the US Department of Agriculture.1 In New York alone 15.3% of residents receive benefits from the SNAP program.2 The purpose of SNAP is to provide nutrition to low-income citizens, however SNAP beneficiaries experience higher rates of obesity compared non-reciepiants.3 According to a report published by the USDA, Americans use food stamps to buy more than $600 million worth of “sweetened beverages,” and bought hundreds of millions more of junk food and sugary snacks.4 Lack of regulation and reform to the SNAP program is causing harm to the public.
In the United State, there is a federal nutrition program for low income people to help food budget and buy healthy food. People who have low income in the United States get the food stamps, also known as “Supplemental Nutrition Assistance Program (SNAP)”. For every month, eligible people who have low income get benefits deposited in to their EBT account. Once they get food stamp, people can purchase food items including seeds and plants to grow food in their house or backyard. It can be used at a grocery store, a supermarket, a farmer 's market, and a shelter that serves meals. However, with all these great benefits, people still eat unhealthy because of too much time consuming, limited money, some food dessert area, and the benefits allow people to eat junk food.
This writing will be about the usage of food stamps, or maybe I should say the abuse of food stamps. I see a lot of food stamp abuse in my work environment and i would like to find out how they really work and if the system is really abused. I intend to learn and research about the background of food stamps and how the system really got started along with its original intentions. I would also like to research people's personal encounters with them, may it be what they have seen or the stories of the people who actually have them, whether they abuse them or use them for their good.

In recent years an unruly amount of homes were classified as food insecure, which is a government measurement for when all people are not able to access nutritious foods to help maintain a healthy lifestyle. Hunger is a worldwide problem and is also a crisis in the United States of America. Because of this concern the federal government configured a temporary solution for society, called Food Stamps or now known as SNAPS. SNAPS stands for Supplemental Nutrition Assistance Program. As a person ages, theirs body cannot perform the way it used to. This will cause many elderly people to loose their job or choose to go into retirement. Both of these options cause a loss in health care as well and a reduced or exterminated income. Here alone lies a reason that the elderly population is challenged. The elderly population also has a tendency to develop a chronic illness that can be life threatening if not treated or controlled properly. This means that need for health care treatments also increases. At least 40% of those over age 65 will have nutrition-related health problems requiring treatment or management (Gigante, 2012). It is important to realize that 10% of people over the age of 65 and will develop Alzheimer’s disease and 50% of those over the age of 85 will develop this disease (Gigante, 2012). More elderly African American men and women use government aid than white men and women. Therefore, this population will be vulnerable because of the lack of funding, proper health care and insurance.
Recent cuts to the Supplemental Nutrition Aid Program (S.N.A.P.), also known as the U.S. Food Stamp Program, have become extremely controversial. Whether Congress was wrong to reduce funding to the program remains a question. There are two principles that may be used to represent each side of this debate. The difference principle will be used to represent those who believe the program cuts were unjustified and the harm principle will be used to represent those who believe the program cuts were justified.
Johnny gets home from school and makes his way straight to the kitchen. He is hungry and wants a quick, yummy snack, but when he opens up the fridge, there is nothing there. Now he has to wait until his mom brings home dinner at six o'clock. Can you imagine what it would be like to experience this every day? Unbelievable, right? Well, for many children and families, this is their reality. What could possibly cause this, what are the effects, and what are people doing to help these poor families? A large number of children do not have access to fresh and nutritious food, due to lack of supermarkets or living on food stamps. This lack of healthy food can affect childhood development immensely and can lead to obesity and other diseases. Many people are doing what they can to help, like opening community gardens, connecting farms, restaurants, and hotels with food banks, and organizing food drives.

According to Reuters, approximately 47 million people receive Food Stamps. That equates to 1 in 8 Americans (Abbott). Food Stamps is away to supplement those who are having trouble finding jobs and supporting their families. There are individuals who take it for granted, and abuse the system. Many people apply yearly for assistance, but get turned away because their case is insufficient, or there is simply not enough room to accommodate them. According to an article, states that since Food Stamps are running out of funds and people are turning to food banks for support (Food Assistance Becoming the "New Normal). Food banks are designed for extreme measures such a natural disaster, extreme weather conditions, and the homeless.
Statistically, I should be a failure. I am three times more likely to become a teen parent than those with mothers who did not have children in their teens. I am more likely to have a mental illness than my peers because of the absence of a steady father figure in early childhood. Due to my poor financial status during a large part of my life, I am less likely to succeed in school and more likely to go to jail. No statistics could have predicted that I would be sitting in a room with the best of my peers debating bills at Alabama Girls State.
All around the world, taxpayers are paying to help support the welfare programs. "On average, each federal income taxpayer in America spends $8,776 annually to keep federal welfare programs afloat." Most of the time, however, there are the people who abuse the welfare program by using it for drugs. So the legislation has proposed the idea of drug testing welfare applicants. According to Stephanie Larson in the article “Should We Drug Test Welfare Recipients?” currently 62% of large employers in the US have drug testing in the work place. So why not on welfare applicants? Also Pennsylvania has not yet passed legislation on this growing topic. The Supplemental Nutrition Assistance Program (SNAP) is a program developed and administered by the United States Department Agriculture; to support families and individuals with low income by providing nutrition assistance in coordination with State agencies and other organizations such as State agencies, faith based organizations and educators. In addition, SNAP provides a variety of parallel benefits to society regarding its economy. The goal of SNAP is to reduce hunger of families and individuals who qualify by facilitating their food purchases (United States Department of Agriculture, 2014) .
At any age, nutrition is vital to maintaining health and enhancing quality of life. However, achieving good nutrition can be especially difficult for the elderly, the fastest growing portion of America's population. Many factors, including physiological changes, changes in nutritional needs, illness and physical limitations, food-medication interactions, depression and loneliness, and food insecurity are common causes of malnutrition in the elderly. This paper will explore factors affecting elderly nutrition, provide suggestions for obtaining and maintaining good nutrition after age 65, and describe the services available to help the elderly meet their nutritional needs.
