Alejandro C. is a 36-month-old Hispanic male who was placed in foster care after being taken from his mother, Ms. C. In the small city of Tangent, Oregon where there is an estimated population of 1,176, lies a murder case involving a Hispanic male identified as Jorge De La Rodriguez. Mr. Rodriguez’s body was found inside of Asher Finance offices located on 3502 Riverland Drive. The body was discovered by the Asher Finance cleaning crew around 4:47 am in front of the storage room door. Tangent authorities arrived on the scene at 5:00 am after being dispatched and they immediately measured the body temperature. Mr. Estroga beginning receiving home health services about 2 years ago due to a wound in his foot. Shortly after Mr. Estoga lost his toes, and both his legs were amputated. Rebecca was able to treat and care for the wound. Mr. Estroga is now utilizing skilled nursing services to help with his medication management. According to Rebecca, Mr. Estroga is incapable of giving medications, giving insulin shots and filling syringes. Mr. Estroga does now have pre filled insulin shots, but he does require help from Mrs. Estroga to properly give the shots.
On March 1, 2017, Miguel Donan was charged with Rule 26 B, 26 D and Rule 26 F. Information gathered from staff witnesses indicated that Miguel Donan, his brother and a friend decided to cross the street while holding up traffic to engage in a fight with two middle school students.
