I believe George Clinton had some understandable reasons for why he felt the Constitution was unworkable. I agree Clinton feared the federal power would overwhelm the states individual power as each state had its own needs and there were too many people for one government to protect. Therefore, he felt it was best to have people from their own state protect themselves because having a government control “all its parts,” would remain weak.
