Analysis of the Problem The problems that have been raised in the government agency are increased work load on the staff and the team members, which in turn has resulted in poor performance and late submissions of the work given. The work load has increased but there are no additional resources available for the current staff. Lack of equipment in an organization automatically leads to inefficiencies and diminished results, which automatically reduce the passion of the workers. I think the new computer with upgraded software must be given to Dainee because Pat already has an advanced computer and graphics package. Jack is the most senior experienced person, but it is not clear that he needs a new upgraded computer or any other thing which is deterring his progress, as the manager think it is more personnel-issue related. Brenda is the highest performer, but she is able to do her work with the existing computer. However, I can also assume that giving Brenda new upgraded software might also increase her efficiency to work for less hours. Dainee, who is the newest employee working with the oldest and slowest computer, should be provided with the new equipment in order to discover her potential.
Equal opportunities and incentives can be given with the money that has been saved instead of buying all new equipment. As of now Brenda is the highest performer but once the equipment is provided, the performance of the company should be checked every two months or quarterly in order to know who is performing well.
Limitations of the agency are not being able to hire new workers even if there is an urgent need, and not giving sufficient funds for equipment or employee incentives. I think that additional employees should be hired once the government freeze is fixed after six months.

In order to implement change, all three key element need to be present but they are often hidden.
