Highland High School had tried many previous reforms, each one devoted to how teachers taught the concepts necessary for student success. These reforms were viewed as requiring more work from the faculty, with dismal returns in the way of student success. The move to a PLC is different and requires looking at school differently. “The PLC effort should be considered as a cultural shift” (Matthews & Crow, 2010, p. 43). As a principal leads a school to become a professional learning community, the principal must lead the staff to embrace the idea of community.
