However the story begins with the life of Samuel who was a prophet, priest, and the last judge of Israel. Samuel was unique in that he was set apart for God from birth and had been called by God from a young age. Samuel was the spiritual leader prior to the Kingship of Israel. Samuel listened to God and obeyed Him only. In the early United Kingdom period Samuel is the chosen voice of God who shows God’s will. However, Samuel was aging and the people were restless.

Although Israel needed governed, instead of choosing to be led by God’s voice, laws, and values in a prophetic community, they chose to have a king rule over them rather than God. This paper will discuss the different administrations of leaders throughout the book of 1 Samuel. First, Eli will show us Israel’s ethical state during his leadership, then Samuel’s reign as the prophet over Israel. The choice of getting a king was viewed by God as the desertion of his people from him.
