The Truman administration planned the National Committee for Free Europe in 1948 to promote western interests throughout Europe. Radio broadcasting was not considered one of its primary missions. To do so western European government agencies used several methods to spread the word of the west. One of the more useful methods was enlisting the help of Europeans who had been banned from returning to their countries because of Soviet occupation.
