Although PHCN runs a monopolistic venture, its management is trying to be super active in carrying out its responsibilities to its customers. Projects that would enhance improved services are being accelerated while the authorities are breaking a big campaign on the electrical accident. PHCN has mainly two types of billing system, the manual billing system and computerised billing system. Though, most of the jobs are computerised. Gone were the years when consumers have to wait endlessly to be attended to before services eventually are provided. Some of the costumers are forced to queue up to pay their bills especially at peak period. All these resulted from the fact that what was in operation then was the manual billing system which involves a lot of developments. The method does not only waste time and labour but also requires great storage space for the billing files. With the introduction of computerised billing system, jobs are better done, easier to handle and can produce several thousand copies within a short period. Since the advent of computer, there has bin advancement in ways of recording, collecting, updating, controlling and keeping adequate records. 1.2 Statement of the problem:
