According to research briefs and studies there could be an improvement in public safety and save millions of dollars by participating in community-based alternatives. There is no to completely do away with prisons, however increasing access to treatment, refining parole policies and practices, and reducing the number of nonviolent youth and adults that are incarcerated can help states cut costs in the short-term, and also increase the long-term economic productivity and health of communities. Prisons cost billions of dollars to tax payer each year with an estimate of each U.S. resident paying about $260 to assist with the incarnation of inmates. During the 80’s this total was just $77 dollars almost three times less than the expensive charges today. It is said that the overall rate of violent and property crimes has actually declined 45 percent during the past two decades. Probation and electronic monitoring and probation are similar in the fact that these two forms of punishment that require the offender to be monitored while there are some marked differences. In electronic monitoring offenders are ordered to wear an ankle bracelet at all times to confirm where you are for a certain period of time; most likely only being allowed to travel to work, school and home. Probation requires offenders to be assigned certain conditions that need to be met. Attending counseling, meeting curfews, avoiding certain individuals and completing anger management classes are all requirements that be assigned to the juvenile. Juveniles will be assigned a probation officer who reports back to the court. Any violations could result in the offender being sent back to the detention
