As a beginning professional teacher, it is advantageous to know the legal bases of education and the programs and projects of the department. It must also be clarified about the rights, responsibilities, and accountabilities as a teacher. It is important that the beginning teacher must internalize their roles, rights, obligations, and accountability that must be performed as a professional teacher. The results of the consultations further validated the findings of the Third Elementary Education Project (TEEP) that induction programs were conducted in the division and school levels but there was a need to “systematize, structure and organize” 3 the program for teachers with 0-3 years experience. Related studies reviewed by the Council reinforced the need for a structured teacher support. There was the consensus that the beginning teacher should not develop a “curve of disenchantment” especially in their first three years of teaching. In an interview of 20 teachers in a small public high school in Cavite City, the researcher found out that none of them have a formal induction when they first started to work in the school. They all found out their rights, responsibilities, expected tasks, the history of the organization and many more by hearsays or stories of their fellow employees which sometimes brought them confusion, anxiety stress, and worst burn-out. The situation might have caused teachers to think of quitting their jobs and find other careers somewhere else.
