G. Documentation
Keeping accurate records of interviews, facts, ideas, and observations is essential to successful systems development. Every data and information collected through the process of information-gathering would be recorded and stored. This is because as information about the current HR system and the general project at hand is being collected, the importance of a single item can be overlooked and complex system details can be forgotten. The systems analyst would:
• Record information as soon it is obtained.
• Use the simplest recording method possible.
• Record findings in such a way that they can be understood by someone else.
• Organize documentation so related material is located easily.
Scope
The scope of the project is to architect and implement a more sophisticated, state-of-the-art information system technology that will integrate all the human resources processes at the different Riordan manufacturing plants into one unified process at the company’s headquarters in San Jose, California. The current HR system, which was installed in 1992, is simply a part of a financial systems package which keeps track of employees’ hire dates, personal tax exemptions, pay rate, seniority dates, organizational information, vacation hours and personal information. This information must then be used to determine such items as scope of the project which can allow for feasibility studies to ensure the system should be implemented,
Now that we have taken a look at the minimum required hardware and software of the ADP system, let’s examine ADP as a Human Resource Information System, or HRIS for short. A great HRIS system provides critical data about the human resource function of the business as well as helping to create a follow through on the business’s mission and goals. HRIS systems help to reduce organizational costs by contributing to the efficiency of the human resource management function. HRIS systems help to automate critical human resource management functions (Chauhan, Sharma, & Tyagi, 2011, p. 58). HRIS systems contain information on employees, job and work conditions, positions, payroll and benefits, and HR events such as recruitment, training, development, performance appraisals, and terminations (Chauhan, Sharma, & Tyagi, 2011, p. 59). Although ADP offers all of these features, Federal-Mogul utilizes ADP specifically for the payroll and benefits function.
The first step in setting up the new Human Resource Application, (HRA), is to gather information about the system requirements and user needs from everyone that will be involved in the startup and rollout of the new system. The process of gathering information from involved stakeholders can be a tedious process if the wrong techniques are used. So, to expedite this in an orderly and timely manner we will be passing out questioners to all members of the Human Resource Department and to all Department heads. Using Questioners will help the IT department get an idea of what requirements are expected from the new system. It is not cost efficient to talk to each employee so, it would be very beneficial for all that every questioner is filled out in a timely manner. We will be emailed to each employee on Monday September 9th, 2013 and would like a response no later than Thursday September 12th, 2013, (for processing purposes). Questioners will also be available on the Employee Web Site under HR applications.
Another factor to ensure success is to train the IT personnel on the system’s applications and processes. How well the IT personnel understand the systems is extremely relevant to the success of system implementation. The involvement of IT personnel, who have knowledge regarding the application requirements, increases the ability of the team to correctly and quickly specify the requirements. Experienced IT personnel on a team help ensure others understand terminology and have more of an understanding of the stakeholders needs (Havelka and Lee, April 25, 2002).
Riordan Manufacturing is a large company with facilities in several locations around the world. Riordan Manufacturing is an international plastics manufacturer that currently employs 550 people and operates at around $46 million in sales("Riordan Manufacturing", 2013). As a result of its size, Riordan must have a system that is able to keep track of important information such as employee names and other confidential data. This information should be able to be accessed from other locations as well as the home office. There are other functions that a new and improved HR system could benefit such as inventory tracking or the shipping or reception of products. These

Riordan wants to integrate and change the HR applications with a new state-of-the-art information system. The company wants to have the HR department to have the ability to assesses resources and tools all in one application.
The COO of Riordan manufacturing Hugh McCauley would like to combine the existing variety of tools in use into a single multi integrated application. Riordan Manufacturing wants to take advantage of the more sophisticated state of the art information systems that has already existed in the human resources department (Riordan Manufacturing, 2006). The information gathered in this document the information gathering techniques and the very sophisticated planned design methods that will be used and explained in great detail. Riordan manufacturing has requested an upgrade to their current human resources system. They currently have several disparate tools that are patched together in order to complete HR functions. Many Excel spreadsheets are used by different parts of HR, and combining all resources into one system can provide many time saving advantages and a more reliable system over all. By reviewing who the stakeholders are and what the best information-gathering techniques are we can ensure that we collect the information for the requirements and stay within the scope of the project.
The information system’s requirements in the systems planning phase are based on a case summary, potential interview questions, and the systems analyst’s experience in systems planning. One must not only generate requirements based specifically on what users’ state they want or need. Analysts must also generate requirements based on insight into the overall organization and project goals.
Riordan Manufacturing COO Hugh McCauley is requesting the implementation of a modern, state-of-the-art information system to integrate all existing HR tools into a single application.
