INFRASTRUCTURE AND RURAL DEVELOPMENT IN MALAYSIA
Introduction
1. Malaysia has achieved substantial success in its rural development, especially in reducing the incidence of poverty in both rural and urban. In the process, the rural areas have been developed with infrastructures, utility, social amenities, health and school facilities and etc to support the economic development of the country as well as increasing the quality of life of her populace. The productivity and incomes of the rural people, or more specifically the agriculture sector, the mainstay of the rural economy, have steadily increased. Rural development continues to be one of the main focus of the Malaysian
Government under the 9 th Malaysia Plan (2006 – 1010).

In Malaysia, agriculture remains an important sector and it plays role as food providers, create employments and generate earnings from export products. The development of the agricultural sector is generally governed by a comprehensive and market driven agricultural policies. The agricultural policies were formulated and have enabled the agricultural sector to grow sustainably and also contributed to economy development in Malaysia. The agricultural policy set the direction for the agricultural sector. As a result, this sector has been transformed from a conventional and passive sector that focused on single commodity to a dynamic, diversified and modern sector.

In the United States, utility systems (water and electric), highways, and bridges are in critical shape due to poor maintenance, adverse weather conditions, needed technological upgrades, and a lack of financial security. There is no doubt that our country is in an emergent state of need for improvements to its infrastructure. The systems in place that were only dated to last fifty to one hundred years, have been failing for the last forty years. With the amount of money that has already been invested, and the amount of time and manpower, the United States is still fighting a losing battle to revive the utilities, highways and bridges that are crumbling before our eyes.

According to Dr. Allan Bernardo, a Filipino professor and a cognitive and educational psychologist who received his training from Yale University in the United States, “A curriculum needs to be updated regularly, not only to incorporate new knowledge but also to adapt to changing environmental, social, technological and global contexts.”
