Essay Question 1: Innovation Diffusion Framework-Policy Adoption
Policy diffusion is the study of policy adoption and why state and national governments make certain decisions that they make, and how those decisions affect policy adoption. The Policy Diffusion Framework examines how the influence of neighboring states and other governments influence each other to implement different policies. The Framework is a resource policy practitioners use to contrast and explain policy innovation and what factors or constraints lead government to adopt new policies.
Policy diffusion is defined as the “process by which and innovation is communicated through certain channels over time among the members of a social system” (Rogers 2003). The Policy Diffusion Framework studies what leads to policy adoption at the local, state, and national level. Diffusion in itself is a tool that helps lead governments to adopt innovative polices. Several policy scientist will use this model in various applications, but much of the research that has been conducted analyzes diffusion at the state level. They will analyze when states adopts innovative polices, what leads to this innovation, which states innovated first, and was the policy successful elsewhere.
Frances and William Berry (1990) political scientist at Florida State University developed three conclusions about how states facilitate policy diffusion. First, states will learn from one another analyzing the extent of how well a policy
Daniel Elazar’s three categories of state political cultures are moralistic, individualistic, and traditionalistic (Smith & Greenblatt , 2016). Moralistic culture is defined in the textbook, a political culture that views politics and government as the means to achieve the collective good (Smith & Greenblatt , 2016). Individualist culture is described as a political culture that views politics and government as just another way to achieve individual goals (Smith & Greenblatt , 2016). Traditionalistic culture is explained as a political culture that views politics and government as the means of maintaining the existing social order (Smith & Greenblatt , 2016). I believe the states can have mixed features of all three of Elazar’s types of
At the beginning of this article, the author brings up the fields of policy studies, how to understand the policy making and how they
Policymaking is a political process which is affected by various social and economic factors (Hofferbert, 1974) and media systems play an integral role in shaping the social context in which policies are developed. Through the media, citizens learn how government policies will affect them, and governments gain feedback on their policies and programs. Media systems act as the primary channels between those who might want to influence policy and the policymakers '' controlling the scope of political discourse and regulating the flow of information. Textbook policymaking follows an orderly sequence where problems are identified, solutions devised, policies adopted, implemented, and lastly evaluated (Mazamanian & Sabatier, 1989). In reality,
This paper is a review of chapter’s one (1), two (2) and three (3) in Thomas A. Birklands (2016) fourth edition regarding policy process. The reading attempts to define and show what is meant by policy process, how government, politics and the public are intertwined, problems that are associated with the policy process and how we address the problems. Current day events as well as past history are applied to the practice of policy process which assists in defining the process and highlighting its connection and importance. Thomas A. Birklands refers to the Clinton administration, the Obama administration and the George W. Bush administration, the DARE Program, World War II, and the Vietnam War, in the chapters and leads us down a path discussing
In this paper we will discuss the final stages of how a topic becomes a policy. The paper will discuss formulation, implementation, and the legislation stage. These stages must be done in this order to ensure the policy is being formed the correct way and not scattered around. This paper will also consist of the evaluation stage, analysis stage, and revision stage and describe the purpose and methodologies process for evaluating and revising a public policy.
Policy development and dissemination is managed by committees and subcommittees addressing health in the state of Florida that will read, deliberate, amend, approve and pass on the proposed bills to the governor, Rick Scott, for final signature approval.

Congress passes legislation which in turn gives discretion to the bureaucracy to implement policy. 6. Describe the role of iron triangles/ issue networks in policy implementation.
Everyone is impacted by the public policy-making, whether it’s federal, state, and local because the results of the decision-making have a major effect of our economic welfare. At the federal level (Executives) interacts with the Congress to get their policy proposal placed on the congressional agenda. At the state level they have their own agenda priorities, and these priorities will affect how states act in the federal system, attempting to influence the federal agenda in pursuit of state-level goals. The emerging literature about states’ impacts on internal and external agendas demonstrates the importance of challenging accepted views of the interactions between federal levels. This process relates to the policy stream as it relates to the text, where policy players, either inside or outside the government, would like to secure action. For instant, in the health care area, Senator Ted Kennedy (D. Massachusetts) was active in getting health care reform on the congressional agenda. At the local level they interact with the governor to get their program on the agenda. The Governor interacts with Congress, since all legislation goes through Congress for action. No matter what level of the government, federal, state, or local, they all share the same outcome, and that is, having their program placed on the agenda for action.
One of the topics we have discussed, and read about in this course is the role that the State Governments have in the expansion of their Medicaid program. It’s a tough decision, but it seems to have caught the eye of most Americans. Many states are not sure if they should expand their programs, with the help of the Federal Governments. It’s been said that 17 states have already outright rejected two major parts of this act (Branham 2013, 10). The real question now is will expanding Medicaid help give everyone insurance benefits, so they can stay healthy? That is the question that Governors, and Legislatures are asking themselves when it comes to saying thanks, or no thanks, to the
Simply defining policy is a plan of action, is a little too simplistic, the idea of policy must be explored at a greater depth if policy analysis is to have any real impact. Stephen Bell, (1993) states that policy exists in a number of formats. This first being “policy as text”, policies are the result of a great deal of debate and compromises that
Diffusion of Innovations is to explain how innovations are taken up in a population. An innovation is an idea, people or organizational behaviour, or objective that is perceived as new by its audience.
Governmental policies and politics play a critical role in the realization of change in a public agency since the policies are developed and implemented at various levels (Dukeshire & Thurlow, 2002). Since these policies may range from formal regulations and legislation to informal guidelines in an agency, understanding them is important in the achievement of change in a public agency. A Public agency basically functions based on the established policies and politics in the government. Therefore, the accomplishment of the change in a public agency requires an increased understanding of the politics and policies of government.
In spite of the policy cycle tool, it is not as easy to develop or implement new policy as there are many factors influencing it. The process of policy development involves many participants and individual stake holders. It also involves various areas which will be affected due to the new policy development and implementation. According to Hardee, Feranil, Boezwinkle and Clark (2004) policy circle involves six different stages and involves various parties who are working together for the new policy development. However, it is
This has been in my thoughts as I’ve been drafting my way into my own dissertation ideas. My background in critical social studies means I am very familiar with building arguments, so some of this uncertainty is expected. AT the moment, I know enough to say I am on the right track with my research ideas and know that public administration, and public policy in particular, is the right field for me.. However, I also feel rather critical of the policy process literature. It has been claimed, “public administration exists to realize the governance of society” (Raadschelders, 1999, p. 288). Yet, what society believes policy to be, and for whom, changes over time and across place. I feel at this moment public policy in the United States will change dramatically and I worry that our field is ill equipped to deal with these changing views of policy. Consequently, most of my underlying thoughts and reflections have been on understanding how can we adapt to this changing atmosphere.
