1. Purpose: To provide SFWOAC Class 002-16 an overview of the book Inside a U.S. Embassy which will assist SOF operators should they need to assume duties within a U.S. Embassy.
2. Summary: At the end of this book, you will have a better understanding of the lives of the people who make up the United States Foreign Service and an inner perspective of the U.S. Embassy. There are five parts to the book: Part I Who Works in an Embassy; Part II Foreign Service Work and Life: Embassy, Employee, Family; Part III A Day in the Life of the Foreign Service One-Day Journals; Part IV The Foreign Service in Action Tales from the Field; Part V So You Want to Join the Foreign Service. Serving one year to three year tours, two-thirds of FSOs are stationed abroad and one-third are working in the United States. They work for five federal agencies: The Department of State (DoS), the U.S. Agency for International Development (USAID), the Department of Commerce’s Foreign Commercial Service, the Department of Agriculture’s Foreign Agricultural Service, and International Broadcasting Bureau. The Ambassador/Chief of Mission (CoM) is overall in charge of the embassy and he/she is responsible for the five department previously stated. The ambassador is a direct representative of the U.S. President and reports directly to the Secretary of State. Due to the challenges of maintaining security and emerging threats, other agencies are also part of the U.S. Embassy: Department of Defense, Department of Homeland Security, Central Intelligence Agency, Drug Enforcement Agency, Federal Bureau of Investigation, and many others. CATEGORY 1: From growing up watching the news and reading articles about illegal immigrants, to currently realizing and seeing things into a different perspective. I noticed how the media loves to twist information, which brainwashes people into thinking negatively about events, like immigrants coming to America. It was at that point in my life that I realized I never thought about the struggles and obstacles they have to endure in order to cross the border to America. After reading the book, I learned that people scarified a lot to come to America. Reymundo Barreda is one of the characters that I wished would have made it to America alive and accomplish his goal.
Edwards compares man and his righteousness to insects to demonstrate the unworthiness and insignificance of man. “The God that holds you over the pits of Hell, much as one holds a spider, or some loathsome insect over a fire, abhors you, and is dreadfully provoked:”. In this imagery, Edwards tells how the only thing keeping humanity from Hell is God holding them in His hand. However, God’s wrath is also depicted, as Edwards describes God holding them as if they were loathsome bugs or spiders. This emphasizes the huge size of God’s wrath, as generally people do not like bugs and would gladly throw them in fire. The Department of Homeland Security plays in a very important part in terrorism. DHS protect the United States from foreign and domestic threats to the United States. One of the missions is to find and destroy any weapon of mass destruction. Cyberspace is a threat to the United States in the technology field. DHS have to stop threats, hazards and disasters in its tracks at large public gatherings.
Diplomacy is the art of dealing with foreign countries and their people in a sensitive and effective way. The ability to influence people and situations contributes to effective American diplomacy. In The Ugly American William J. Lederer and Eugene Burdick comment on the nature of American diplomacy in 1950s Southeast Asia. They identify the characteristics and effects of both inept and skilled diplomacy. The book highlights knowledge of language, history, and culture as critical components to the ability to influence indigenous populations. In many ways the situations and characters described in the book mirror situations and challenges faced by Special Operations Forces (SOF) today. Special Operations Imperatives are a planning tool that SOF use to influence people and situations they encounter. In order to understand the influence and effects of proper application of the Special Operations Imperatives the stories of Homer Atkins, Colonel Hillandale and Solomon Asch provide a setting to compare and contrast with my own experiences in Afghanistan, Iraq and Jordan.
The first institution that plays a major role in immigration is the Department of Homeland Security (DOH). John Francis Kelly is the fifth and current United States Secretary of the Department. Within the Department of Homeland Security lies the U.S. Citizenships and Immigration Services (USCIS). According to “Who Does what in U.S. Immigration”, the USCIS, “…is responsible for providing immigration-related services such as processing immigrant and nonimmigrant benefits; adjudicating refugee, asylee, and naturalization petitions; and granting or denying work authorization”. The U.S. Department of Homeland Security was formed more than a decade ago with a very significant mission of safeguarding America's homeland from hazards, threats, and national disasters. This department conducts its mission through securing the country's borders, preventing terror attacks, and responding to incidents or threats to its citizens (Miller, n.d.). Generally, the most important roles of the Department of Homeland Security are to lead a concerted national effort in securing the United States and preserving the American way of life. The department was established in 2002 in reaction to the 9/11 terror attacks and has since developed a nationwide strategic plan for evaluating and updating its mission statement and effectiveness of operations. These plans can be updated and transformed to accomplish the needs of the Department for Homeland Security and the American people.
President George W. Bush, appointed Pennsylvania Governor Tom Ridge as the first Director of the Office of Homeland Security in the White House. The office duties are to oversee and coordinate a comprehensive national strategy to safeguard the country against terrorism and respond to any future attacks. On November 2002, Congress passed the Homeland Security Act and the Department of Homeland Security became a stand-alone, Cabinet-level department. The department’s vision is to coordinate and unify national homeland security efforts. The creation of the department forms the most substantial reorganization of the federal government agencies since the National Security Acts of 1947. Ultimately this placed military departments under a secretary of defense and created the National Security Council (NSC) and Central Intelligence Agency (CIA). The Department of Homeland Security incorporates 22 government agencies that holds 179,000 people into one organization. The organization consists of five directorates: Border and Transportation Security, Emergency Preparedness and Response, Science and Technology, Information Analysis and Infrastructure Protection and Management. In regard to border and transportation security , DHS manages who and what enters into the United States to prevent the entry of terrorists and the instruments of terrorism. In summary, the home culture of an expatriate predisposes them to certain behaviors and situations. It allows them to operate efficiently in that environment. However, moving to the host-culture changes that operating environment and makes their 'mental software ' less efficient and effective. Culture is clearly a relevant variable when expatriating employees and their families for international business assignments. Training can be applied to ameliorate these effects. Also, training provides insight into the procedural, substantive and informational aspects of their work and personal life in the host location.
