Introduction and Objectives of the study INTRODUCTION - A project is a temporary endeavour undertaken to create a unique product, service or result. Selecting projects is often a difficult task. Usually there are more than one dimension for measuring the impact of each project and especially when there is more than one decision maker. The criteria being considered always vary from one contractor to another. Some may only consider the revenue and value of project, whilst some may focus on its financial of owner, knowledge of supervisor and so on. When actual bidding conditions do not take into account realistic concerns and attitudes of bidders, the available pool of prospective bidders will dry up. Bidding activities must be interwoven among the normal high priority operations of keeping the previously contracted work serviced and operating in the field. Contractors will not normally elect to risk and possibly waste their funds and time on a bidding competition unless the conditions appear advantageous. They will not ordinarily participate in all available bidding opportunities but will selectively decide which to enter on the basis of numerous practical and subjective considerations. We have tried to device a methodology where in AHP technique can be used to solve in this problem of project selection. LITERATURE REVIEW: Literature Review is done in order to obtain the data regarding the work already done in this area. It will enable in obtaining the already identified success factors considered for project selection. The data for the same will be collected through Internet, Online Portals, Journals, Magazines, Books and Case Studies. I have conducted the literature review with the aim of discovering the areas or fields where AHP has been successfully applied. Time, budget, resources, and performance specifications, to meet requirements made by stakeholders, limit a project (Project Management Institute, 2013, pg.3). Project management is the application of tools, techniques, and knowledge to help achieve the three main constraints of scope, cost and time (Project Management Institute, 2013, pg.5). This applies managerial process and gives project managers the opportunity to make a project successful. However, there are still numbers of project failures both big and small projects. This failure does not only affect finances but also demoralizes employees who have laboured diligently to complete the work. The case of Wembley Stadium project failure will be analyzed in this paper to illustrate project management difficulties a project can encounter if appropriate tools and techniques are not successfully developed, implemented, and evaluated within the project management processes. The major problems concerning the Wembley Stadium project were scope, time, cost, quality, and stakeholder issues (Carter, 2002). However, this paper would be focusing on scope, time and cost issues.
