Abstract This written report is appertaining to the book How Congress Works and Why You Should Care, written by Lee H. Hamilton. This book is published by Indiana University Press in Bloomington, IL, it was copyrighted in 2004 by the publisher.
In the United States, we have a congress. It is a democratic body that is also known as a legislature. This congress has two houses. The first house is the Senate and the second is the House of Representatives. The process by which a seat is filled in either the Senate or House of Representatives, is if there is a vacancy. However, for a Senate seat to be filled, one must be vacant and filled by appointment. When there is a bill that is before congress and needs consideration, it can take a great amount of time before it is processed through. Sometimes, it can be debated and held in congress before the House of Representatives approves it. It must then make its way to the Senate and finally the President, who can choose to veto the bill or sign it into law. Our Congress has more liberties and power than those in a parliament (Wilson, Diiulio, Jr. and Bose 216-217).
In this essay, I will be writing about how the power relationship between the United States Congress and the presidency has changed during the past two hundred years. I will be talking about how the executive branch is more powerful than the legislative branch and how the changing relationship between Congress and the president affected American democracy in a good way.
Introduction: Congressional Authorization and Constitutional Powers Congressional authorization is the ability to empower and allocate funds, which supports Congress with an effective tool for omission and authority of intelligence activities. Congress is expected to have more power than the President and the Supreme Court. Its powers are also known to be Constitutional as well as evolutionary (ushistory). After the Senate as well as the House of Representatives approves a bill or proposed law, it then becomes an actual law. These two houses also share other powers, that involve coin money, the power to declare war, establishing rules of naturalization as well as immigration, raise an army and a navy, regulate commerce, and set up the federal courts along with their jurisdictions (ushistory). Although Presidents can have authority to act without Congressional authorization when necessary for the nations security, it would be better if they did seek Congressional authorization before acting or making any important decision regarding the nations security, in order to preserve Constitutional checks and balances, as well as make the right decisions and protect the President politically.

That’s right congress seems to have a grudge of sorts on the executive branch. This could be from a number of things, it could be that they see the president as some annoying co-worker that just deleted their last months project, every time the president vetos. We all know this must be frusterating be cause im sure we have all been in their place. And if congress breathing down his neck wasnt bad enough, one of the only checks that the executive branch has can be overridden. The Necessary and Proper clause gave congress to make all the laws that should be necessary and proper to carry into execution. (Article 1, Section 8, Clause 18). The Necessary and Proper Clause was also called the elastic clause that gave powers to Congress that were implied in the Constitution. Necessary means required or essential to. Necessary required congress to execute the powers that were granted in the constitution. John Marshall the Chief Justice wrote his opinion to the court stated that the constitution gave congress all the power to make all the laws.
My thoughts about the power between Congress and The Presidency I think it’s all about balance. We look to Congress and The Supreme Court to lead our government and The President to be the head of our country to make hard decisions that sometimes lead our country into war. With that said neither one at the same time should have too much power we don’t want a dictatorship and our constitution was made to give the President the freedom to be great leaders. Congress is not doing their job, and the Americans of United States are disapproving on how Congress is proceeding to do their duties. Theoretically, this is not really a new issue in Congress; they have had multiple fights and delays on bills throughout the years. An example would be the House of Representatives proposing fewer bills throughout this past decade. This is one of many issues that Congress had been doing behind the people of United States of America. While Congress members are slacking to do anything productive, we the “Americans” are slipping this situation right by our eyes. Congress needs to be situated and organized; and we the people, cannot afford any slackers in the Legislative Branch.
