Jamina Briggs is a 32-year-old African American female initially admitted to Memphis Mental Health Institute (MMHI) August 1, 2013, pursuant to provisions of T.C.A. §33-7-301(a) for an evaluation and assessment of competency and mental condition at the time of the alleged offenses of two counts of first degree murder of her children. She was discharged on September 26, 2013 as not competent and a recommendation for commitment. On November 11, 2013 Ms. Briggs was admitted to Western Mental Health Institute (WMHI)for continued treatment and competency training pursuant to the provisions of T.C.A. §33-7-301(b). On April 4, 2015 Ms. Briggs was discharged from WMHI as competent with support for the insanity defense. Following the court’s decision of not guilty by reason of insanity, Ms. Briggs was evaluated by West Tennessee Forensics, an outpatient provider, and subsequently admitted to WMHI pursuant to provisions of T.C.A. §33-7-303(c). RP stated law enforcement received a call from an anonymous caller stated an employee, Shemaiah Messengale grabbed the child Marley's arm which is fractured. Law enforcement contacted the child's mother to verify injuries. It was disclosed the child had suffered 4 fractures to her elbow and wrist. The RP stated law enforcement spoke with owner/licensee of the facility and the employee accused of causing the injury. They reported Marley sustained the injuries accidentally when she fell from slide. The RP stated the child was treated at Children's Hospital Los Angeles (CHLA) by Dr. Lindsey Andras who determined the injuries are consistent with a fall. Hakeim Macklin is a fourteen year old African-American male before the Portsmouth Juvenile and Domestic Relations Court on charges of trespassing on school property and two counts of destruction of property. On December 21, 2016, Hakeim appeared in Portsmouth Juvenile and Domestic Relations Court with his mother and attorney before the Honorable Substitute Judge first name Nicola. After all evidence was heard, Hakeim was found guilty of destruction of property and trespassing on school property. A social history report was ordered and the case was continued until January 25, 2017. His charge of burglary was continued for trial on the same date.
SSCM contacted Sandy Black via phone in reference to the response 24.0hr investigation received on-call. She was informed that SSCM had to come out and make a visit to the home. A home visit was scheduled and SSCM interviewed everyone in the home, and confirmed that everyone was safe in the home. SSCM addressed the allegations that were listed in the report. SSCMS did a walk through the home, and didn’t find any concerns regarding safety hazards in the home. SSCM discovered that the children are happy with their parents, and their basic needs are met based on the collateral contacts that were contacted throughout the investigation of the case.
Facts: On December 2, 2004, Terrance Jamar Graham (Petitioner), a 16 year-old male, was with two adult accomplices when they broke into a house. While they were ransacking the house, looking for money, they held two men up at gunpoint, and Graham held a gun to one of the victim’s head. They fled the scene and attempted to rob another location, where one of his accomplice’s was shot. Graham took him and the other accomplice to the hospital. When a police officer attempted to pull Graham over, he did not stop and led police on a car chase. Graham attempted to flee on foot but was apprehended and arrested. She had a chemical burn in which she stated she was snaking the toilet to get it unclogged, and Dusty had poured Ammonia in the toilet. She mentioned to the reporter that Dusty has a meth lab in the shed. It was unknown how long he had the lab, but Rhyannon would not go to the police per the reporter's request, in fear her child would be taken. Rhyannon and Dusty are separated, but he had been living in the home. Rhyannon put him out the night of 10-25-15, due to the chemical burn, him having a female around, and a lot of other people at the house. It was unknown if the mother was using meth on that night, but she was on something, and was drug tested at the hospital.
