The funeral service was conducted by the Reverend James DeWeerd, and local Pastor Xen Harvey, who spoke at Dean's high school graduation. During the service, the church was packed with at least six-hundred people in attendance. There were four-times as many people outside. Charmayne James was a shy girl that grew up in small town of Clayton, New Mexico. Beginning her way to being the Million Dollar Cowgirl she is today at the age of 3 riding from sun up to sun down. She started rodeo at a young age on a horse named Bardo. When Charmayne needed her next horse she looked to a young bay gelding that was used in her fathers feed lot. On July 4, 1954, Sheppard’s family invited Ahern’s family for dinner. Don and Nancy Ahern and their two children joined Sheppard family for casual dinner. Ahern family is a neighbour of Sheppard’s family. After the dinner, Nancy’s two children fallen to sleep and Don dropped those kid in his house and he came back to Sheppard’s house. Schools have legal and ethical responsibilities to all of their students, and cannot exempt ELL students from that fundamental truth. Federal guidelines prohibit the use of Title VI funds by schools that discriminate on the basis of race, color, or national origin (US Department of Education). These guidelines allow for the enforcement of fair treatment of all students. The importance of this treatment extends much further than funding. Even with the requirements for schools to provide services to these students, “51% of 8th grade ELL students are behind whites in reading and math” (Fry). The requirement of providing these services has a significant impact on this number; however the magnitude of this number suggests there may be room for improvement.
