The RP stated on a visit she observed that her son's right eyebrow was swollen and escorted her son outside of the home. The RP stated her son is non-verbal but understands and is able to shake his head yes and no. The RP asked her son if someone had hit him and he nodded yes. The RP stated she named off the names of the caregivers and when she came to a caregiver named Chips, her son identified the caregiver by nodding no. The RP stated she notified the Regional Center of the incident. The RP stated that she is being retaliated against for filing the complaint with the Regional Center. Law enforcement contacted the child's mother to verify injuries. It was disclosed the child had suffered 4 fractures to her elbow and wrist. The RP stated law enforcement spoke with owner/licensee of the facility and the employee accused of causing the injury. They reported Marley sustained the injuries accidentally when she fell from slide. Reporting Party expressed that Shania went to where William was and that he raped Shania on 10/26/16. Details regarding what happened and where the incident occurred is unknown by Reporting Party. The foster children’s refrigerator is bare and FM’s refrigerator is full. The foster children are not allowed to go into the other refrigerator. Per the SCAR the father called and reported that son Ethan informed him of sister Annika disclosed being pushed to the floor by an older boy who (demonstrated penetration utilizing hand gestures) while she was in foster care. The father asked the siblings if they knew what the gesture meant and the siblings responded "mom talked to us about that already." The father was contacted to obtain additional information and clarification regarding the statement "demonstrated penetration utilizing hand gestures." Mindy has dizzy spells, but she continues to drive with the child in the vehicle. The reporter said Mindy is not caring for the child. Reporting party (RP) stated that his son, Harrison Pilla (DOB: 1/9/14) was picked up today from the daycare by his wife Julia and was informed that the child was bitten by another child. RP stated the skin was broken and appeared as "broken blood vessel" under the skin. On this same day, Julia reported that the child was eating lunch and was his clothes were soaked in urine (leaked through his diaper). RP stated that the child does not leak through his diapers at home; only if he is in the diaper over 2 hours.
