Problem Statement:
The problem in this case is that KCDE-TV employees have the strong feeling of inequity.
There are five related symptoms of this problem.
First, the crew members have a common feeling that they were being “used” by management because they knew that many general office workers were earning more money and working shorter hours than them. Meanwhile, they felt that their jobs were more challenging and more valuable than those general office workers’. So they were supposed to earn more money than those people.
Second, the management used the regulation in the Blue Book to chastise some employees but arbitrarily ignored the regulation when some others broke the rules.

Therefore, even the result of the decision might be negative for the employees their reaction is likely to be positive. In this case, the management can deliver the perception of procedural justice to the employees to let them understand the reason of promotion and demotion in the station, or the reason that manager ignored the regulation when someone broke the rules.
The effective communication policy can also deliver the interactional justice to the employees to solve the problem of no feeling of equity. When the decision is explained well and implemented in a manner that is socially sensitive, considerate and empathetic, the employee may have less resentment produced by the decision that made them feel unfair.
When the effective communication policy makes all above three dimensions of justice high, the sabotage and turnover will be low in the departments.
Action Plan: 1. Review the current communication policy and look for areas to increase the efficiency of communication. 2. Meet with employee representatives and collect the suggestions from them about what dimensions of communication the employees are consider more important. 3. Reconstruct the Blue Book to make the rules in the book more reasonable and make sure that the implementation of the rules be unbiased and consistent. 4. Establish
